About Your Role
CMTS is seeking a highly motivated Project Controls Specialist to support capital construction projects in Portland, OR. This role is responsible for cost control, estimating, scheduling support, and financial analysis to ensure projects are delivered within budget and in compliance with contractual and regulatory requirements.
Education Requirements
Bachelor’s degree in Construction Management, Engineering, Finance, Business Administration, or related field
What You’ll Need to Get the Job Done
Minimum 5 years of project controls experience on capital construction projects
Experience with cost estimating across multiple design phases
Experience with budget management, forecasting, and variance analysis
Experience supporting civil/infrastructure, facility renovations, or tenant improvement projects
Experience working in regulated or operational environments
Proficiency in scheduling software such as Primavera P6 or Microsoft Project
Advanced Excel skills for cost tracking and reporting
Experience with cost estimating tools and databases
Familiarity with earned value management (EVM) concepts
Strong analytical, data management, and reporting skills
Experience working with project management information systems
What Will Make You Stand Out
Certified Cost Professional (CCP) or AACE certification
Planning & Scheduling Professional (PSP) certification
Project Management Professional (PMP) certification
Experience with Port of Portland or other port authority projects
Experience with IDIQ or on-call contract delivery models
Knowledge of maritime facility construction and operations
What You’ll Do
Verify contractor field progress and support validation of progress payment requests
Ensure payment documentation is accurate and compliant with contract requirements
Support construction contract administration and documentation compliance
Assist in evaluating change orders, claims, disputes, and entitlement analyses
Review contractor schedules and proposed work plans for acceptability
Coordinate with Construction Managers, Inspectors, and Finance teams
Ensure FAA documentation is prepared and submitted in compliance with requirements
Support cost tracking, forecasting, and reporting activities
Provide recommendations to improve cost control and project performance
