Position Summary
Matos Government Services (MGS) is seeking a Program Manager (PM) to lead contract operations in support of a Government Agency customer in Martinsburg, West Virginia. The PM is responsible for overall contract execution and operational oversight of a mission‑critical Government facility whose continuous availability is essential to agency operations, public services, and mission assurance. The PM provides leadership for all facility operations, maintenance, and modification activities and ensures uninterrupted performance of critical building systems in an occupied, high‑reliability environment.
As the contract’s senior onsite leader, the PM is responsible for client engagement, financial planning and execution, workforce management, operational excellence, and continuous improvement. This includes planning, organizing, coordinating, directing, and controlling all assigned contract functions through subordinate managers and supervisors.
Reporting: This position reports directly to the President.
Essential Duties and Responsibilities
· Serves as the single point of authority and primary customer interface for all contract operations; available 24/7/365 and accountable for performance, compliance, cost control, schedule, and workforce development.
· Plans, organizes, directs, and controls all facilities operations and maintenance activities in accordance with the Scope of Work (SOW)/Performance Work Statement (PWS), contract requirements, and applicable regulations.
· Ensures full compliance with federal contract requirements, safety and environmental standards, security protocols, and company policies.
· Provide full lifecycle management of mission‑critical facility operations, maintenance, and minor construction or modification activities.
· Ensure continuous, reliable operation of all critical infrastructure systems, including electrical distribution, mechanical systems, HVAC, building automation/controls, fire protection, and life‑safety systems.
· Proactively identify operational risks, system vulnerabilities, compliance issues, and emerging failures; promptly communicate impacts and mitigation actions to client.
· Supervise and coordinate facility staff, subcontractors, and vendors supporting mission‑critical operations while enforcing performance, safety, and quality standards.
· Ensure all work complies with applicable federal, state, and local codes; industry standards; agency policies; OEM requirements; and contract specifications.
· Support continuity of operations by minimizing disruptions in occupied and operational spaces through effective planning, coordination, and scheduling.
· Implement quality control, preventive maintenance, corrective maintenance, and safety management programs aligned with Government expectations for high‑reliability facilities.
· Support Government stakeholders by maintaining situational awareness of facility conditions that could affect mission delivery, public access, or security posture.
Minimum Qualifications
· Minimum of ten (10) years of program management experience supporting operations and maintenance of mission‑critical facilities of not less than 50,000 square feet, with system complexity equivalent to high‑availability Government facilities.
· Bachelor’s degree in engineering, facilities management, construction management, business administration or a related field but not required when equivalent technical proficiency and management capability are demonstrated through additional experience and professional training.
· Demonstrated supervisory and/or management responsibility at the facility management, plant engineering, or infrastructure management level.
· Proven experience managing mission‑critical or high‑availability facilities operations.
· Strong financial, analytical, and decision‑making skills with experience managing large, complex contracts.
· Excellent written and verbal communication skills, including executive‑level briefings
· Demonstrated proficiency in enterprise resource planning (ERP) systems and CMMS platforms supporting facilities operations.
· Proficient in Microsoft 365, including document management, collaboration, reporting, and data analysis tools.
· OSHA 30-Hour General Industry certification (minimum requirement).
Preferred Qualifications
· Certified Data Center Management Professional (CDCMP) certification.
· Facility Management Professional (FMP) or Certified Facility Manager (CFM).
· Project Management Professional (PMP) certification is highly desirable.
· Formal trades education and journeyman‑level qualifications, OEM technical training, and industry certifications in disciplines such as electrical systems, mechanical systems, HVAC, building automation/controls, or construction management.
