POSITION SUMMARY:
Reporting to the Senior Program Director, the Program Manager provides leadership and oversight to the Court Support and Community Withdrawal Services teams. The incumbent provides supervision in program development, staff management, training and program financial decisions. The Program Manager works in collaboration with fellow Program Managers, senior leadership and the Corporate Services team to ensure the consistent delivery of quality client-facing programs.
The location for the provision of these services will vary throughout Huron and Perth Counties.

KEY POSITION DELIVERABLES AND RESPONSIBILITIES:
Program Manager
Provide regular clinical supervision, mentoring and coaching to staff, including performance management and professional development
Ensure the delivery of program services are consistent with the agency’s vision and objectives
Ensure the standardization of intake, assessment, and care plans as is appropriate for supervised programs
Ensure implementation of clinical tools and process improvements
Monitor adherence to policies and procedures required to provide appropriate delivery and use of clinical services within supervised programs
Ensure the maintenance of appropriate casework documentation by staff
Develop and revise policies and procedures and ensure implementation
Participate in and/or lead quality improvement and program development projects and activities, working alongside staff, management, and client advisors. This may include involvement in internal committees or working groups within the agency
Establish and maintain clinical standards in line with accreditation expectations and develop improvement strategies
Develop and support effective teamwork and collaboration across the organization and with community partners
Assist in establishing and maintaining effective working relationships with community groups and agencies and coordinating and integrating program services within the community
On-going supervision, guidance, and feedback to all assigned staff, ensuring compliance with agency human resource policy, Ministry guidelines and employment standards
Approval of special client need requests, vacation requests, travel claims and relevant expenditure claims
Provide input into the financial and administrative operations of supervised programs
Practice leadership by demonstrating continuous quality improvement, including monitoring, analyzing trends, and developing and implementing remedies
Participate in the Agency’s on-call/after hours service for clients in CMHA housing and programs/staff requiring after hours support

Administrative
Ensure the development of staff through effective supervision, delegation of responsibility, training, coaching and timely performance management principles
Develop job performance measurements and oversight to assigned staff
Ensure compliance with relevant legislation, including protection of client and employee rights, i.e. Privacy, Human Rights, Mental Health Act and Housing Act.
Formally recognize the work of staff
Encourage and support professional development
General
Participate in internal agency committees and/or outside community committees as appropriate.
Adhere to all agency policies and procedures
Attend and actively participate in team and staff meetings, the Annual General Meeting, and periodically scheduled strategic planning, team building and agency events
Assist with the orientation and training of new management staff, volunteers and interns/students as required
Provide managerial coverage of CMHAHP AMHS services for other team members as required
Ensure that program and agency objectives are met
Conduct self in an ethical, responsible and professional manner.
Perform other manager-level duties as assigned
QUALIFICATIONS:
EDUCATION: Bachelor’s degree in social work, social science, human services or related field, with specific focus on mental health and/or addictions is highly preferred. Post-secondary education in social services will be considered.
EXPERIENCE: 2-3 years of recent and relevant experience in a leadership or managerial capacity is required. Experience in a community-based agency or hospital, responsible for the delivery of health or social services is highly desirable. Knowledge of serious mental illness and addiction, including treatment modalities, gained by experience is essential. Experience in a community health care setting is an asset.
KNOWLEDGE AND SKILLS: Knowledge and experience working with justice-involved individuals and/or in addiction medicine settings required. Broad knowledge of addiction and mental health treatments, modalities, and explanatory theories, relevant legislation, financial management, and knowledge of community resources. The incumbent must demonstrate integrity and ethics, good coping skills, strong collaborative skills, flexibility and commitment to the work.
ABILITIES: Highly skilled in communicating, both written and orally, and planning, leadership, interpersonal, negotiating, directing/motivating, organizing, and decision-making skills required.
