TASK FORCE: OMB Managed Grants

UNIT: Program and Planning

JOB TITLE: One (1) Analyst / Senior Analyst

CONTROL CODE: BAW-26-01

SUMMARY:

The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.

The OMB-Managed Grants Task Force works with City, State, and federal agencies to help New York City recover from the lasting impacts of Hurricanes Sandy and Ida, COVID-19, and other disaster events. Within the OMB-Managed Grants Task Force, the Program and Planning Unit is responsible for end-to-end grant administration of FEMA disaster recovery grants, development of task force procedures, and grant policy expertise.

Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least four years.

JOB DESCRIPTION:

The Mayor’s Office of Management and Budget’s OMB-Managed Grants Task Force is seeking an Analyst / Senior Analyst to join the Program and Planning Unit. The Analyst / Senior Analyst will support the development, management, and oversight of FEMA Public Assistance and other grant funding. This role will support citywide grant implementation, reimbursement, compliance, training, and reporting efforts, and will work closely with OMB staff and City agencies on high-priority recovery initiatives.

Duties of the position include, but are not limited to, the following
- Develop, monitor, and support FEMA Public Assistance projects from initial project development through reimbursement and closeout.
- Serve as a point of contact for grant policy and project implementation within OMB and other City agencies.
- Draft and maintain training materials, written guidance, and procedures related to FEMA Public Assistance management within the City.
- Support the research, development, and maintenance of management tools used to inform internal and external stakeholders of grant program progress, reimbursement status, and emerging issues.
- Support City agencies with FEMA-related grant development, including project formulation in FEMA’s Grants Portal and preparation of supporting materials for other grant funding streams.
- Develop and apply working knowledge of City budgeting processes, including use of the City’s Financial Management System (FMS).
- Review current Task Force policies and procedures and help develop updated guidance and process improvements as needed.
- Prepare reports, summaries, and other written materials used to track grant activity and support internal decision-making.
- Develop and maintain working knowledge of the Grants Management System (GMS), the Task Force’s Document Management System (DMS), and FEMA’s Grants Portal.
- Support additional Task Force and interagency projects as needed.

REQUIRED QUALIFICATIONS:

- Strong analytical, organizational, and problem-solving skills, with exceptional attention to detail.
- Demonstrated ability to track multiple workstreams, follow up across stakeholders, and maintain accurate records.
- Excellent written and verbal communication skills, including the ability to draft clear guidance, procedures, presentations, and training materials for varied audiences.
- Ability to translate technical, financial, and policy requirements into clear and actionable written instructions.
- Ability to review, interpret, and apply policy, fiscal, and administrative guidance to operational work.
- Ability to work effectively under pressure and manage deadlines in a fast-paced environment.
- Strong judgment, professionalism, and follow-through, including the ability to identify issues and escalate risks appropriately.
- Strong technical skills, including proficiency in Excel and the ability to learn new systems and tools quickly.
- Strong interpersonal skills and the ability to build and maintain effective working relationships across teams.
- Ability to coordinate with external stakeholders and support meetings, follow-up, and issue resolution.
- Ability to work independently, exercise sound judgment, and manage assignments with limited supervision.
- Commitment to public service and ability to work effectively in a fast-paced, mission-driven government environment.

PREFERRED QUALIFICATIONS:

- Experience with grants administration, compliance, reimbursement, fiscal oversight, or program monitoring.
- Experience with FEMA Public Assistance and/or other federal grant programs.
- Experience working with government agencies, public finance, or other regulated administrative environments.
- Advanced Excel skills, including pivot tables, XLOOKUP, and data analysis.
- Experience with SQL, Power BI, or other reporting and data visualization tools.

REQUIREMENTS:

Analyst ($77,327+): Bachelor's degree in public administration, business, finance, economics, data science, accounting or a related subject and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis, grants management, or a related field, or a Master's degree in public administration, or a related field.

Senior Analyst ($86,995): Bachelor's degree in public administration, business, finance, economics, data science, accounting or a related subject and a minimum of three years of full-time experience in budgetary planning/management, financial analysis, public policy analysis, grants management, or a related field, or a Master's degree in an above discipline or a related field, and one year of relevant experience.
