We are seeking a detail-oriented and efficient Procurement Officer specializing in Roads Operations and Maintenance (O&M) to join our team in Doha, Qatar. The successful candidate will play a crucial role in managing procurement processes for our roads infrastructure projects, ensuring cost-effectiveness, quality, and timely delivery of goods and services.

• Develop and implement procurement strategies for roads operations and maintenance projects
• Manage the entire procurement lifecycle, from requisition to contract closure
• Conduct market research and vendor evaluations to identify potential suppliers
• Negotiate contracts and agreements with vendors to secure optimal terms and conditions
• Collaborate with internal stakeholders to understand project requirements and specifications
• Ensure compliance with company policies, local regulations, and international procurement standards
• Analyze spend data and market trends to identify cost-saving opportunities
• Manage vendor relationships and performance evaluations
• Coordinate with finance and legal departments to resolve contractual issues
• Maintain accurate procurement records and documentation
• Continuously improve procurement processes to enhance efficiency and effectiveness

• Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or related field
• Minimum 3-5 years of experience in procurement, preferably in the construction or infrastructure sector
• Proven experience in roads operations and maintenance (O&M) procurement
• Strong knowledge of procurement processes, contract management, and supply chain management
• Proficiency in procurement software and ERP systems
• Excellent negotiation and vendor relationship management skills
• Strong analytical and problem-solving abilities
• Proficient in Microsoft Office Suite
• Excellent communication and interpersonal skills
• Knowledge of roads operations and maintenance practices
• Familiarity with construction and infrastructure industry standards and regulations
• Understanding of international procurement standards and practices
• Professional certification in procurement or supply chain management (e.g., CPSM, CPIM) preferred
• Ability to work effectively in a fast-paced, multicultural environment
• Willingness to adapt to the local work culture in Doha, Qatar
