Baltijos Lizdas (Nidus Balticus) is a non-profit organisation dedicated to including communities that are often excluded from energy transition debates in the Baltic region. Our mission is to strengthen public support for the energy transition among those left out of the conversation, and to reduce the risk of backlash. In a region shaped by both EU and NATO climate and security priorities, some societal groups feel left behind. We work to ensure they can take part in the conversation on terms that reflect their needs and perspectives.

Baltijos Lizdas is part of Our Common Home (OCH) – a global network that brings those excluded from the climate movement into the conversation about protecting their environment, on their own terms. Our 10+ network organisations are active across four continents, supported by a global team providing world-class expertise in campaigns, impact measurement, research, and operations.

Our team is growing rapidly, building new partnerships, and expanding our project portfolio. While our work is rooted locally, we adhere to the highest international standards in project and financial management. To help us achieve our goals, we are looking for an experienced Policy and Campaigns Adviser to strengthen our programmes and ecosystem building activities in Latvia and Estonia.

The Role

We are seeking a Policy and Campaigns Adviser to design and lead Baltijos Lizdas’ campaigns, advocacy initiatives, and ecosystem engagement strategy.

The Adviser will be responsible for developing impactful campaigns, shaping advocacy strategies, and ensuring our work influences both public debates and policy discussions. This includes measuring and analysing campaign outcomes, expanding our partner ecosystem in Latvia and Estonia, and building outreach strategies to engage communities that often feel left behind – with particular attention to traditional values partners and groups critical for broadening support for the green transition.

This role will report to the Executive Director and work closely with public relations specialists, researchers, and impact evaluation experts.

Key Responsibilities

Develop strategies and lead the planning and implementation of social and advocacy campaigns.

Monitor ongoing campaign issues and policy debates to identify opportunities for action.

Collaborate with team members at Baltijos Lizdas, the Our Common Home network, partner organisations, and external vendors to manage campaigns effectively.

Co-develop innovative advocacy and communication approaches to reach new audiences and strengthen impact.

Build strong relationships and networks with local partners, institutions, and organisations to support advocacy and campaign goals.

Identify and engage new partners while strengthening existing collaborations, particularly among traditional values partners and community leaders.

Expand the organisation’s audience, strengthen its public profile, and increase recognition in policy circles.

Amplify community voices by ensuring they are represented in broader public and policy debates.

Requirements

At least 3 years of experience managing campaigns and/or advocacy initiatives.

Proven ability in partnership-building and stakeholder engagement.

Strong understanding of the political context in Latvia or Estonia.

Proficiency in English; Russian language skills would be an advantage.

Strong analytical skills to evaluate data, outcomes, and impact.

Excellent communication skills and a collaborative mindset.
