Objective

We are seeking a Policy and Advocacy Officer to help shape and advance Seed’s global, regional, and national policy and advocacy agenda. This is a dynamic role for a strategic thinker who can translate complex policy issues into clear, compelling insights to position Seed as a leading voice in global health, financing reform, and climate resilience.

Reporting to the Senior Director of Policy, with a dotted line to the Director of Advocacy and Media, the Officer will support policy research, advocacy influencing, and stakeholder engagement across Seed’s priority areas. The role includes engagement with major policy processes and platforms, including COP, UNGA, World Bank meetings, and more.

The officer will play a central role in ensuring Seed’s policy positions are evidence-based, coherent, and aligned with Seed’s 2030 strategic plan, while helping to manage the systems, relationships, and partnerships that make our advocacy effective. The role will work closely with policy advisors and colleagues based across Seed’s four partner countries: Uganda, Malawi, Sierra Leone, and Zambia.

Scope of Work

Policy Development and Research

Support the delivery of Seed’s policy and advocacy strategy.

Conduct research to support the development of clear, evidence-based policy positions on health workforce, financing reform, climate and health, etc.

Support production of policy briefs, talking points, event concept notes, and other policy and advocacy materials.

Oversee and strengthen Seed’s repository on key policy and advocacy asks to ensure consistency and knowledge sharing across teams.

Draft high-level correspondence, letters, and statements to advance Seed’s policy and advocacy objectives.

Advocacy and Influencing

Support and contribute to Seed’s policy and advocacy engagement in key multilateral influencing processes (e.g., WHA, UNGA, COP), and in policy workshops and meetings to further Seeds core policy objectives. This includes background preparation, coordination, external representation, and post-engagement follow-up actions.

Coordinate with colleagues on Seed’s participation in key global, regional, and national policy milestones and events.

MEL/Reporting

Monitor priority global and regional policy frameworks and agreements, assessing Seed’s influence and progress against the Policy Advocacy Results Framework.

Lead Results Framework reporting, translating evidence and updates into clear, compelling external annual/biannual progress reports for the policy team.

Stakeholder Engagement and Partnerships

Manage stakeholder mapping and engagement.

Provide support for developing partnerships with governments, multilaterals, and civil society.

Administrative Support

Assist with logistical and administrative tasks, including maintaining and updating partnership maps, stakeholder databases, and coordination trackers across policy, advocacy, and country teams.

Contribute to internal knowledge management and communication, including preparing presentations, summaries, and other materials for organization-wide policy updates.

Required Qualifications

Bachelor’s degree in public health, public policy, international development, or a related field.

At least 5-7 years of experience in global health policy, advocacy, or development.

Excellent written and verbal communication skills.

Strong understanding of global health architecture and multilateral and global policy processes (e.g., WHA, UNGA, COP).

Excellent working knowledge of key multilateral, development, and global health stakeholders. Having a solid network of contacts is a plus.

Ability to work in a fast-paced environment and to adapt to changing priorities and tasks.

Passion and commitment to Seed’s mission with a strong sense of accountability, personal initiative, and responsibility.

Demonstrated cross-cultural sensitivity and ability to build respectful relationships with colleagues from different cultural, linguistic, and educational backgrounds.

Work Location

Preference is for the position to be located in one of Seed’s four partner countries: Malawi, Sierra Leone, Uganda, or Zambia. Seed is also open to candidates located in the Americas, Europe, or other countries in Africa.

Compensation

Competitive salary commensurate with experience.
