Job Description

The Beyond Oil and Gas Alliance (BOGA) is a first-mover alliance of governments and stakeholders that are working toward a global, managed, and just phase-out of oil and gas production. BOGA was launched at the 26th UN Climate Change Conference (COP 26) in Glasgow as the first government-led alliance committed to phasing out oil and gas production. Its core members have committed to ending new licensing rounds for oil and gas and to Paris-aligned end dates for production.
 
Since its launch, BOGA has played a central role in raising global ambition on the phase-out of oil and gas, and establishing partnerships and platforms that support governments in taking their first steps toward a just transition. At COP 30, BOGA led high-level dialogues between major producers and consumers, shared progress on implementation under BOGA Fund programmes, and led the coordination of an unprecedented coalition of Parties calling for a roadmap for the transition away from fossil fuels.  

Looking ahead, the Alliance will continue translating the global commitment to transitioning away from fossil fuels into action, coordinating the most ambitious governments and developing credible pathways and finance for just transitions. This means supporting BOGA members’ ambitions, bringing new members, friends, fund countries and partners into the Alliance, and ensuring that dependency on oil and gas production – and the barrier it presents for the transition – is elevated and addressed within international climate, energy, and economic dialogues. 

Expanding the Secretariat

 

The next round of Secretariat recruitment includes the three positions listed below, each reporting to the Head of the Secretariat:

•    Manager/Senior Manager, BOGA Fund  
•    Policy Advisor/Senior Policy Advisor, EU 
•    Coordinator, Networks and Partnerships  
  
We are looking for skilled and ambitious professionals with a deep understanding of the political, economic, and social barriers to phasing out oil and gas production and with a track record of delivering effective policy and technical assistance in government and/or international organisation contexts. 

Candidates must be team players and self-starters who are happy working collaboratively with BOGA Secretariat colleagues, government, philanthropic, and multilateral counterparts. They must also have the experience to independently develop areas of the Secretariat’s work and the confidence to flourish in an evolving role. Staff will be fluent in written and spoken English, with proficiency in Spanish, Portuguese, and/or French being highly desirable. 

What We Need From You

The Policy Advisor / Senior Policy Advisor, EU Engagement, will work closely with the Head of Secretariat, the Transition Pathways Lead, the BOGA Fund Manager/s and the wider Secretariat team to advance BOGA’s engagement with EU member states, the European Commission, EU institutions and relevant partners, with the aim of supporting EU ambition and action on the transition away from fossil fuels ahead of COP 31.
 
Candidates should have at least 8-10 years of relevant experience, with a strong understanding of EU policy, processes, and institutions as they relate to the transition away from fossil fuels, and a solid track record of engaging EU and international policy-makers and officials on climate and energy ambition. The successful candidate will demonstrate:
 
•    Extensive experience working directly with or within EU institutions, with an emphasis on climate change and/or energy transition.
•    Deep understanding of EU policy processes and the role of the EU in international processes, including G7, G20, UNFCCC, and multilateral finance processes.  

•    Knowledge of EU member state climate and energy policy, including on fossil fuel dependence and transition pathways.

•    Preferably, knowledge of the EU’s trade and development architecture, including bilateral relations with oil and gas exporting countries. 

•    Substantive experience delivering research and dialogues and designing high-impact policy interventions relating to climate and/or energy transition.

•    Strong communication skills in English and French, including the ability to engage a diverse range of stakeholders and draft clear, actionable notes and briefings.  

The ideal candidate will be self-motivated, with the ability to deliver against tight deadlines, and to plan and organise work with minimal supervision, in a logical and efficient manner. They will be a team player, comfortable working within a growing team in an evolving role. 

The BOGA Secretariat is currently hosted by the International Institute for Sustainable Development (IISD), an independent non-governmental organisation with over 30 years of international experience. IISD is responsible for the recruitment and administrative management of this position.

Location: This position is open to candidates resident Brussels (Belgium). The role will be based remotely, with regular international travel.

 

Salary: Competitive salaries are offered depending on the candidate’s location and relevant experience.

 

Employment type: Full-time contracts will initially be given on a 1-year, fixed-term basis, with the expectation of renewal based on funding and other factors.
