Position Summary:
The People Operations Systems Partner
is responsible for delivering accurate, compliant, and scalable payroll and benefits systems across a multi-site healthcare organization. This role ensures employees are paid correctly and on time, benefits and leave programs are administered effectively, and all processes align with federal, state, and local regulations.
Operating in a multi-site healthcare cardiovascular practice organization, this position requires strong attention to detail, the ability to manage complexity across multiple entities and jurisdictions, and a high level of ownership. The role also supports organizational growth by assisting with acquisitions and integrations, helping onboard new locations into standardized payroll, tax, and benefits processes.
In addition to day-to-day execution, the People Operations Systems Specialist partners with Finance, vendors, and internal stakeholders to resolve issues, maintain data integrity, and improve processes. This individual serves as a key resource for employees and leaders, ensuring a high-quality experience while mitigating compliance risk.
Responsibilities may include:
Payroll Administration
Process biweekly payroll across multiple locations and entities
Ensure accurate handling of complex compensation structures (hourly, salaried, shift differentials, bonuses, on-call pay)
Maintain compliance with federal, state, and local wage and hour laws
Reconcile payroll data, identify discrepancies, and drive timely resolution
Partner with Finance on payroll reporting, accruals, and variance analysis
Lead year-end processes (W-2s, audits, reporting)
Multi-State Payroll Tax Management
Manage payroll tax compliance across multiple states and local jurisdictions
Ensure accurate setup and maintenance of employee tax profiles (work vs. home state, local taxes, reciprocity rules)
Oversee payroll tax filings and deposits (federal, state, and local), in coordination with payroll providers
Monitor changes in tax regulations and ensure timely updates to systems and processes
Resolve tax discrepancies, notices, and agency inquiries in partnership with vendors and Finance
Support registration and setup of tax accounts for new states/entities during acquisitions
Conduct periodic audits of tax withholdings and filings to ensure accuracy and compliance
Benefits Administration
Partner with benefits broker to administer and continuously improve employee benefits programs (medical, dental, vision, 401k, leave programs)
Manage enrollments, life events, and terminations across multiple sites
Lead open enrollment execution, including employee communication and issue resolution
Ensure compliance with ACA, COBRA, FMLA, ADA, and related regulations
Analyze benefits utilization and recommend improvements aligned with cost and employee experience
Leave of Absence & Accommodations (FMLA/ADA)
Partner with division HR teams to administer employee leave of absence programs, including FMLA, medical leaves, and applicable state leave laws
Coordinate with third-party administrators (if applicable) to ensure proper leave tracking and compliance
Provide guidance on the full leave lifecycle:
Intake and eligibility determination
Required notices and documentation
Ongoing tracking and communication
Return-to-work coordination
Support ADA interactive process, including documentation, communication with employees and managers, and tracking reasonable accommodations
Partner with HR and legal (as needed) to mitigate risk and ensure consistent, compliant practices
Acquisitions & Integration Support
Lead payroll, tax, and benefits onboarding for newly acquired practices
Partner with HR and Finance to integrate new entities into existing systems and processes
Support tax registration, jurisdiction setup, and compliance alignment for new locations
Identify and execute opportunities to standardize payroll and benefits across locations
Manage transition timelines, data validation, and employee communication during integrations
Vendor Management
Serve as primary point of contact for payroll providers, benefits brokers, leave administrators, and tax vendors
Monitor vendor performance, SLAs, and issue resolution
Partner with vendors to improve service delivery and resolve escalations
Support vendor selection or transitions as the organization scales
Systems, Reporting & Analytics
Maintain and optimize HRIS/payroll systems to support a growing, multi-entity organization
Ensure data integrity across systems and entities
Develop and deliver reporting on payroll trends, benefits costs, tax exposure, and leave utilization
Provide insights to HR and Finance leadership to support decision-making
Support system implementations, upgrades, and integrations
Process Improvement & Scalability
Identify inefficiencies and implement process improvements to reduce manual work and risk
Develop and maintain SOPs to ensure consistency across sites
Support standardization efforts while managing legacy variations
Contribute to building scalable infrastructure to support continued growth
Employee & Site Support
Serve as a trusted resource for payroll, benefits, tax, and leave-related questions across multiple locations
Provide timely, clear, and solution-oriented communication
Escalate and resolve complex issues with a high level of ownership
Minimum Qualifications:
Bachelor’s degree in HR, Business, Finance, or related field (or equivalent experience)
Demonstrated success in multi-site management of payroll, benefits, and people systems
Experience in multi-site, healthcare, or private equity-backed environments strongly preferred
Experience with HRIS/payroll systems
Advanced Excel skills (data analysis, reconciliations, reporting)
Competencies:
