The Human Resource (People & Culture) Manager – Philippines will lead and own all People & Culture responsibilities for our Philippines office, supporting the business through continued growth and operational scale. This role plays a critical part in shaping the local employee experience while ensuring strong compliance, consistency, and business continuity.
While owning day-to-day People Operations including in-house payroll, benefits design and administration, employee relations, HR systems, and workplace experience - this role also has a broader remit. You will contribute to global People & Culture initiatives, partnering with APAC and global teams on programs such as performance management, engagement, capability building, and policy evolution. You will bring a strong local lens to global discussions, ensuring initiatives are practical, compliant, and effective across regions.
As a key member of our global People & Culture community, you will operate with a high degree of autonomy while remaining aligned with global frameworks and priorities. You will balance hands-on execution with a global mindset, confidently advising on complex people matters, championing culture, and continuously improving people practices.

What You Will Do
Country People & Culture Ownership
• Act as the sole People & Culture owner for the Philippines, serving as the local authority on all people matters
• Operate autonomously while remaining aligned with APAC and global People frameworks
• Proactively identify people risks, gaps, and improvement opportunities and advise leadership accordingly
Employee Lifecycle & Employee Relations
• Own the full employee lifecycle, from onboarding through to exits
• Lead employee relations matters, including grievances, investigations, and disciplinary processes
• Support and coach managers on performance conversations, feedback, and people decision-making
• Ensure fair, consistent, and compliant outcomes across all employee matters
Legal, Compliance & Risk Management
• Ensure full compliance with Philippine labour laws and regulatory requirements
• Own employment contracts, terminations, documentation, and local policies
• Monitor legislative changes and assess business impact
• Partner with legal counsel and manage audits, inspections, and government interactions
Payroll, Compensation & HR Operations
• Own end-to-end in-house payroll processing using Deel
• Ensure accurate payroll, statutory contributions, and regulatory filings
• Support compensation planning, salary reviews, and benchmarking with local market insights
• Partner with Finance on people-related budgeting and cost controls
Benefits Design & Administration
• Design, review, and implement local benefits aligned with market practices and company philosophy
• Conduct benefits research and build recommendations for enhancements or new offerings
• Manage benefits administration and vendor relationships
• Communicate benefits clearly to employees and leaders
HR Systems, Data & Reporting
• Own HRIS accuracy and data integrity within Deel
• Maintain employee records, contracts, and system workflows
• Provide people data, insights, and reporting to APAC and global teams
• Support system improvements, audits, and process optimisation
Global Collaboration & Program Delivery
• Partner with global Talent Acquisition teams on hiring and onboarding support
• Collaborate with Learning & Development teams on training delivery and capability initiatives
• Contribute to global People & Culture programs, including performance management, engagement surveys, and policy development
• Localise and implement global frameworks within the Philippines context
Culture, Engagement & Workplace Experience
• Act as a culture carrier and values ambassador for the Philippines
• Drive local engagement, wellbeing, and inclusion initiatives
• Own the workplace experience and key employee moments
• Support office-related people initiatives in partnership with internal teams
Requirements:
What You Will Bring
Experience & Expertise
• 7–10 years of progressive experience in People & Culture / HR roles
• Proven experience operating as a standalone or country People & Culture lead ideally within a fast paced start up/scale up
• Strong, hands-on experience with Philippine labour law, compliance, and employee relations
• Demonstrated experience managing in-house payroll and statutory obligations
• Experience designing, reviewing, and implementing employee benefits
• Experience supporting high growth organisations of approximately 100–300 local employees
• Experience working with HRIS platforms (Deel experience strongly preferred, but not a deal breaker)
• Experience partnering with senior leaders and advising on people matters
• Experience working in globally distributed or multi-region organisations
• Comfort collaborating across time zones and cultures
• Experience operating in fast-paced, scaling, or high-growth environments
Local Regulatory & Compliance Expertise
• Strong experience with DOLE compliance and Philippine labour regulations
• Experience managing statutory bodies including SSS, PhilHealth, and Pag-IBIG
• Proven experience handling DOLE inspections, audits, notices, and reporting
• Experience drafting and maintaining PH-compliant employment contracts and handbooks
• Ability to manage terminations, disciplinary actions, and investigations in line with PH labour law
• Experience partnering with external legal counsel on labour matters
