The Bureau of Labor Law sets and enforces the prevailing and living wage, and benefit rates for workers, laborers, and mechanics employed on New York City Public Work projects as well as building service employees on City contracts and certain properties that receive tax exemptions, in accordance with its mandate under state law. The goal of the Worker’s Rights Bureau is to build upon the work that the BLL already does to combat wage theft to expand worker’s rights and enforcement through legislation, policy, procurement, and corporate shareholder engagement initiatives, while strengthening the office’s outreach strategies to educate New Yorkers on their labor rights.

The Bureau of Labor Law seeks a paralegal to manage the organization of its labor investigations case files. The paralegal will be part of the Bureau's Enforcement Unit, which investigates violations of prevailing wage laws in New York City and seeks to recover back wages for workers. The position will report to the Bureau's director. The paralegal will provide support to investigators and attorneys, approximately 10-15 individuals, preparing and reviewing legal correspondence for accuracy; ensuring case files are organized and up-to-date; and providing general administrative support for the work of the office.

Responsibilities include, but are not limited to, the following:

- Propose and implement a system of organization and systematization of the Bureau of Labor Law shared drive, including consolidating folders, moving unused or duplicate documents to an archive, and creating a uniform system of file maintenance for the office.

- Review and draft correspondence to contractors, complainants, witnesses, and City agencies.

- Assist in preparing and reviewing legal documents including the Notice to Produce, subpoenas, and agency requests.

- Assist the Bureau in organizing documents received during a Labor Law investigation, including certified payrolls, sign-in sheets, bank records, and related document.

- Ensure that the above records are added and organized in a timely manner in the Bureau's OAISIS case management system.

- Help prepare files, exhibits, and witness lists for proceedings at the NYC Office of Administrative Trials and Hearings.

- Communicate with workers, employers, attorneys, unions, and City agency personnel as directed by attorneys or investigators.

- Perform other duties as needed by the Bureau.

PARALEGAL AIDE - 30080

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA); or
2. An associate degree or completion of 60 semester credits from an accredited college, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and two years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or
3. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time satisfactory experience, acquired in the United States, in the performance of paralegal (legal assistant) services; or
4. A satisfactory combination of education and/or experience which is equivalent to “1”, “2” or “3” above. Paralegal Certification obtained in the United States from an accredited program or from a program approved by the American Bar Association can be substituted for 12 months of experience. Undergraduate credit can be substituted for experience on the basis of 30 semester credits from an accredited college for 12 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization.

To be acceptable, experience in paralegal (legal assistant) services must have involved the American Legal System.

Experience which is primarily legal secretarial or includes only incidental paralegal (legal assistant) services is not acceptable.
Special Note:
Individuals must have one additional year of pertinent paralegal experience or have a baccalaureate degree in addition to the requirements listed above to be eligible for placement in Assignment Level II duties and pay of Paralegal Aide.
