We’re currently seeking a highly motivated Office Engineer / Document Controls Manager located in Baltimore, MD.
Position Overview:
The Office Engineer and Document Controls Manager is responsible for project level document control, records management, and construction contract administration support for airport capital improvement projects. This role supports the Construction Management and Inspection team by establishing and maintaining document management systems, managing project documentation, and ensuring compliance with Maryland Aviation Administration standards and applicable FAA Airport Improvement Program documentation requirements.
The Office Engineer works closely with the Project Manager, Resident Engineer, Designer of Record, contractors, and the Maryland Aviation Administration Project Manager to maintain accurate project documentation, support construction administration activities, and ensure proper record keeping throughout the project lifecycle.

Required Qualifications:
In order to become a candidate, you must possess the following skills and abilities.
Minimum of 7 to 10 years of experience supporting construction management, project administration, or document control on infrastructure or transportation projects.
Demonstrated experience managing construction documentation for complex capital improvement projects involving multiple stakeholders and contractors.
Experience supporting contract administration processes including submittals, requests for information, change orders, and pay applications.
Strong organizational and document management skills with the ability to maintain accurate and detailed project records.
Experience working on airport, transportation, or public infrastructure projects is preferred.

Responsibilities:
Establish and maintain project document management systems to support construction management and inspection services.
Manage and track project documentation including submittals, requests for information, change orders, pay applications, and contract correspondence.
Maintain accurate records of project communications, meeting minutes, and daily construction reports.
Track construction quantities, project costs, and contingency usage in coordination with the Project Manager and Resident Engineer.
Maintain logs and tracking systems for contract documents, project deliverables, and construction documentation.
Support preparation and review of contractor pay applications and progress payment documentation.
Assist with change order documentation, cost tracking, and supporting documentation review.
Maintain records related to minority business enterprise participation and other compliance reporting requirements.
Track and maintain certified payroll documentation in accordance with applicable project requirements.
Ensure project documentation complies with Maryland Aviation Administration standards and applicable FAA Airport Improvement Program documentation requirements.
Support audit readiness and documentation required for grant reimbursement processes.
Coordinate closely with the Project Manager, Resident Engineer, Designer of Record, and Maryland Aviation Administration Project Manager to ensure documentation accuracy and completeness.
Maintain project records through project closeout including as built documentation, testing records, and final reports.
Support project closeout activities including final documentation assembly and archival of project records.
Salary:
45.00/hr
Bonus Pay:
A bonus may be granted to employees depending on individual performance, employee utilization, attendance, tenure, and furtherance of other non-financial corporate goals; bonus opportunities are available at management’s discretion.
