Position Overview
Under limited supervision, provides direct, on-site oversight of field operations involving accountable nuclear materials. Serves as the primary MC&A point of contact to ensure all material movements, handling, and storage are conducted in compliance with established procedures and regulatory requirements. This position supports the development and initial implementation of site-specific MC&A policies, procedures, and processes. The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned:
Functional:
Provides direct MC&A oversight for all nuclear material movements, transfers, receipts, and shipments within the facility, ensuring adherence to authorized procedures and documentation.
Assists operations personnel with the execution of material transfers and physical inventories, verifying documentation and ensuring accurate data entry into accountability systems.
Conducts routine compliance assessments, performance tests, and surveillance of field activities to confirm adherence to MC&A requirements.
Identifies and documents potential vulnerabilities, discrepancies, or non-compliance issues, report findings to MC&A management, and collaborate with field personnel to implement corrective actions.
Evaluates the characterization and category of nuclear material (e.g., material form, concentration, enrichment levels, purity) to determine appropriate safeguard and accountability requirements.
Applies fundamental understanding of DOE Orders and related regulatory requirements to ensure site-specific procedures align with basic MC&A requirements during daily operations.
Conducts periodic reviews of material balance areas to ensure proper segregation, storage, and control of nuclear material, verifying integrity of physical barriers and access controls.
Assists in the investigation and resolution of material discrepancies, measurement control issues, and accountability-related anomalies.
Reviews operational records, transfer documentation, and measurement data to verify accuracy, completeness, and auditable integrity.
Supports the development and delivery of MC&A training and awareness sessions for operations personnel to promote a strong culture of accountability and compliance.
Participates in field-based self-assessments and continuous improvement efforts to strengthen MC&A practices and reduce vulnerability to loss or diversion of accountable materials.
Minimum Requirements:
Associate Degree.
