Requirement: Staff Assistant Services for Information Knowledge Management
Location: Bydgoszcz, PL (The services may be required to be performed in other NATO military and / or exercise sites.)
Total Scope of the request (hours): Max 1100
Period of Performance: Base Period – As soon as possible, not later that 1st June 2026 until 31st of December 2026, max 1100 service hours (number of hours will be adjusted depending on actual starting date)
Option 1 - from 1st January 2027 until 31st December 2027, max 2000 service hours

1. Introduction
This Statement of Work (SOW) describes the requirement for the services of the Contractor in the NATO CIS Group 3 NATO Signal Battalion Headquarters, Office of the Commander.
2. Scope of Services
• Assists in implementation of plans and programs to improve workflow of the NATO Signal Battalion by using new lKM.
• Manages electronic and manual publications and records
• Provides guidance to ensure documents meet NSB standard
• Monitors and manages archives within NSB
• Acts as Functional Administrator for NlP, TT+ and EDMS within NATO Signal Battalion
• Acts as Functional Administrator for NPCL including management of future IKM tools (implementation planned in March 2026) and Teams within NSB
• Assists in managing content of NIP sites of NATO Signal Battalion, sections of HQ and subordinated units, keeps overview of tasks assigned via TT+ to NATO Signal Battalion and manages workspaces of NATO Signal Battalion's EDMS.
• Management and collaboration techniques and tools based on implemented lT and communications technology.
• Makes the file transfer between different Network Domains (NU, MS and NS).
• Monitors NS printed documents, leads comparison with logs from printers on regular basis, any discrepancies should be investigated and if needed reported to DSO.
• Takes part in internal NCISG IKMSO meetings organized on monthly basis via VTC on Polycom by NCISG HQ IKMO
• Share information received during the internal NCISG IKMSO meetings within NSB
• Gather user requirements across NSB and develop new IKM tools or forms if required
3. Background, Work Site Information and Environment
NCISG 3 NSB HQ is located in Bydgoszcz, Poland and co-located with Polish Military Unit in a typical Secure Facility. The work will be conducted mostly at this location and will be performed mostly in a Normal NATO office working environment.
4. Language
English: Listening, speaking, reading and writing shall be at a NATO level of English 3322 (as per STANAG 6001).
The work both oral and written in the post and in the Headquarters as a whole is conducted mainly in English.

9. Quality Assurance
A formal monthly meeting between the individual and the supervisor/alternative will be scheduled in order to evaluate performance.
10. Travel
The Individual may be required to short duration travel to other NATO Headquarters’ and/or NATO Signal Battalions’ sites.
Reimbursement of NATO TDY for contractor is limited within the scope and amount of the awarded contract clauses.

• The candidate must have a currently active NATO SECRET security clearance

a. Essential Knowledge
• Knowledge and previous experience in IKM.
• Good knowledge of NATO structures and organizations.
• The technical knowledge, skills and experience required to successfully perform the duties of the post.
• Good Communication skills, both verbal and written in English

• MS SharePoint FunctionalAdmin certificate and practical skills

• NATO IKM course
• Must be familiar with modern office equipment and have adequate computer skills (MS Office at least: Word, Excel, Power Point).
c. Essential Experience
• Practical experience in working with NIP, EDMS and TT+.
• Practical experience in working with NIP, EDMS and TT+
• Practical experience in designing and maintaining portals using SharePoint
• At least 5 years of previous staff experience at the military or governmental organization or private companies.
6. Education
• Higher education (at least bachelor degree) at IT related areas and basic training in engineering or related discipline for specific task related skills, with 5 years' experience.
7. Desirable Qualifications
• lTlL Certification at foundation level. lTlL V3 Foundation
• Formal project management approach Certification: PRINCE 2 Foundation
• Good knowledge of the Microsoft Project Application
• Driver License B.
8. Desirable Experience
• Practical experience in lTlL concept based services implementation.
• Practical experience by using a formal project management approach (PRINCE2).
