POSITION TITLE: Monitoring and Knowledge Management Specialist

LOCATION: Addis Ababa, Ethiopia

UNIT: Clean Energy and Circular Economy (CE2)

ANTICIPATED LOE: Full-time

REPORTS TO: US-based Project Director

GENERAL:

Winrock International, a leader in U.S. and international development, tackles complex social,

agricultural, and environmental challenges. In Ethiopia, an estimated 6,000 off-grid communities rely on costly diesel-powered piped water systems. With funding from the Conrad N. Hilton Foundation, Winrock’s goal is to create a commercial market for solarization of diesel pumps that will enable communities to purchase a solar pump using a lease-to-own agreement. During the period 2022 - 2025, Winrock implemented Phase I of the Solarizing Community Water Supply project, which demonstrated the lease-to-own model in ten communities in Amhara and Oromia regional states. Winrock is now implementing Phase II of this work, with a goal of assisting an additional 30 communities to solarize their existing diesel water supply pumps.

POSITION SUMMARY:

Winrock is seeking a Monitoring and Knowledge Management Specialist to join our project team in Addis Ababa, Ethiopia. The Monitoring Specialist will oversee all monitoring and learning activities for the project.

This position is open to qualified Ethiopian Nationals, only. Women and members of minority groups are encouraged to apply. Fluency in English and strong written English is required.

RESPONSIBILITIES:

Monitoring Responsibilities

• Lead the development, maintenance, and troubleshooting of the project’s monitoring dashboard using PowerBI, KoboToolbox, and mWater, ensuring data on all indicators is updated monthly to inform internal decision-making and donor reporting.

• Travel regularly to communities in four regional states as needed to collect and verify monitoring data from the local water committee or water utility, woreda government, and zonal government.

Learning responsibilities

• Plan and facilitate regular Pause and Reflect sessions, both internally and with external stakeholders, by defining learning questions, setting actionable goals, and synthesizing results and learning for adaptive management.

• Assist the project team to adapt activities in the workplan as needed, based on Pause and Reflect findings, to enhance project effectiveness.

Knowledge management

• Ensure all files related to project results and indicators are uploaded to the correct folders on the project collaboration site.

• Draft communication products, including case studies, success stories, and presentations, using monitoring data to highlight project progress and results.

Other responsibilities

• Support the project’s gender and social inclusion (GESI) efforts, including advising on the baseline and endline survey in participating communities, and contributing to training and strategy development.

• Identify consultants or third-party firms, as needed, to assist with monitoring-related studies.

• Attend project-related meetings as needed to represent the project team.

QUALIFICATIONS AND BACKGROUND:

Required Education:

• Bachelor’s degree in statistics, public policy, economics, or a related field required. Master’s degree preferred.

• Specialized training/certification in project monitoring required.

Required Experience:

• Minimum of 6 years of experience in the monitoring and evaluation of donor-funded international development projects is required.

• Demonstrated experience designing and implementing result-based monitoring plans, data collection tools, and reports on results.

• Demonstrated experience designing GESI assessments and/or implementing GESI strategies.

• Experience with cloud-based data management systems required.

Skills/Knowledge:

• Excellent writing and oral communication skills in English required.

• Familiarity with data collection tools (Kobo, Survey123), data management and dissemination tools (SQL, PowerBI) and statistical applications such as SPSS, SAS, or STATA.

• Proficiency in Microsoft Office products (Word, Excel, PowerPoint).

• Meticulous attention to detail.

• Collaborative work style, including proactively stepping in to troubleshoot issues and support other team members.
