Title: Medical Doctor – Mobile Health Team

Location(s) where the Services are to be performed: Philippines (Luzon, Visayas, BARMM)

Contracting Manager: Humanitarian Portfolio Manager, with technical guidance from the Field Medical Coordinator during deployment

Timings: 7 months (roster-based engagement, with approximately 17 mobile health missions)

Scope and Nature of Services:

Scope of Work Summary

The Medical Doctor – Mobile Health Team will provide essential primary health care services to crisis-affected and hard-to-reach communities through mobile outreach activities under the ECHO-funded Assisting the Most Vulnerable Communities and Schools Affected by Complex Emergencies in Accessing Quality and Timely Humanitarian and Disaster Preparedness Services (ACCESS) project. The position will support the delivery of life-saving health services, including consultations for common illnesses, maternal, newborn, and child health services, basic emergency care, mental health and psychosocial support (MHPSS), nutrition screening and referral, and identification and referral of patients with complications. The Medical Doctor will work as part of a multidisciplinary mobile team composed of nurses and midwives to ensure integrated delivery of health, nutrition, and basic psychosocial support services in project-supported areas. The Medical Doctor will be working hand-in-hand also with the Field Medical Coordinator, Humanitarian Portfolio Manager, and Humanitarian Nutrition Officer of Relief International to ensure adherence to the activities of the activities to ACCESS project. 

 

The Medical Doctor will also support disease surveillance, health education, psychological first aid, and referral coordination with Rural Health Units (RHUs), hospitals, and other service providers. The position will ensure proper documentation of consultations, treatments provided, MHPSS support provided, and referrals made, and will adhere to national clinical guidelines, MHPSS guidelines, and humanitarian health standards. The Medical Doctor will contribute to ensuring quality of care, timely referral of complicated cases, and continuity of care through coordination with community health workers and follow-up mechanisms.

 

In addition, the Medical Doctor will also maintain close coordination with other health and nutrition actors in the communities through the P/C/MHOs, RHUs, NGOs, and M/BLGUs to further strengthen collaboration in delivering health and nutrition services during emergencies.

 

Key Responsibilities

Technical Responsibilities (Clinical and Service Delivery) 

Provide medical consultations and basic treatment for patients during mobile health missions.

Diagnose and manage common illnesses, including respiratory infections, diarrhea, skin diseases, fever, suspected dengue, and other common conditions.

Provide maternal health services, including antenatal and postnatal consultations, identification of high-risk pregnancies, and referral of complicated maternal cases.

Provide child health services, including assessment and management of common childhood illnesses (IMCI approach), growth monitoring, nutrition screening, and referral of SAM and MAM cases.

Provide basic emergency care and first aid, and stabilize patients before referral when necessary.

Identify and refer patients with complications and urgent medical conditions to appropriate health facilities.

Provide basic mental health and psychosocial support (MHPSS), including:

Psychological First Aid (PFA)

Basic supportive counselling for individuals in distress

Identification of individuals requiring specialized mental health services

Referral to appropriate MHPSS service providers

Support disease surveillance, including early identification and reporting of suspected dengue, measles, and other priority diseases.

Ensure proper use of medicines, medical supplies, and equipment during mobile missions.

Provide health education and counselling to patients and caregivers, including maternal and newborn care, infant and young child feeding, hygiene, disease prevention, stress management, and early care-seeking.

Support coordination activities and meetings with other actors in the field delivering health and nutrition services, including those at the C/MHOs, RHUs, M/BLGUs.

Support humanitarian response efforts of Relief International.

 

Mission Support

Participate in the planning and scheduling of mobile health missions.

Coordinate with RHU staff, barangay health workers, community volunteers, and MHPSS service providers during outreach activities.

Prescribed by MEAL and Reporting Officer, ensure proper documentation of (but not limited to)

Referrals and follow-up cases

Maintain proper documentation, including mission reports, attendance sheets, distribution lists (if applicable), and activity documentation.

Submit regular medical and activity reports to the Medical Coordinator and or Humanitarian Portfolio Manager

Support MEAL activities, including data collection and validation.

Support short capacity building activities such as orientation and mentoring of nurses, midwives, and community health workers on basic health, nutrition, and MHPSS topics, including Psychological First Aid and referral procedures.

Participate in disease outbreak response and emergency health activities when needed.

Ensure adherence to humanitarian principles, medical ethics, protection principles, and patient confidentiality.

Support follow-up and defaulter tracing of referred patients, including nutrition, immunization, and MHPSS cases, in coordination with community health workers.

Represent RI in field-level coordination meetings when required.

Person Specification

Essential criteria 

Licensed Medical Doctor

At least 2–3 years of clinical experience, preferably in primary health care, RHU, hospital, or humanitarian setting

Training or experience in maternal and child health

Training or experience in Trauma and Emergency Medicine

Experience in Mental Health and Psychosocial Support (MHPSS) or Psychological First Aid (PFA) is an advantage

Experience working in remote or resource-limited settings is an advantage

Strong clinical assessment and decision-making skills

Ability to work in mobile and field conditions

Good interpersonal and communication skills

 

Desirable criteria 

Training in IMCI, BEmONC, MHPSS/PFA, or Public Health

Experience in humanitarian or development health programs

Experience working with Mobile Medical Teams

Knowledge of nutrition screening (MUAC, SAM/MAM referral)

Experience in disease surveillance and outbreak response

Engagement Modality

Engagement will be on a roster basis for the duration of the project and will be non-continuous. Deployment to mobile health missions will be scheduled based on operational needs and mutual availability, with participation confirmed prior to each mission.
