THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $61,656.00-$70,904.00

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF PRINCIPAL ADMINISTRATIVE ASSOCIATE.

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Office of the First Deputy Commissioner strives to implement agency goals and ensure the fulfillment of ACS' mission to create and uphold a collaborative, community-based, integrated approach to child and family safety, permanency, and well-being. The First Deputy Commissioner serves as the Commissioner's senior delegate and represents the Commissioner and city government agency when necessary. The Office of the First Deputy Commissioner includes the Nicholas Scoppetta Children’s Center (NSCC), Office of Public-Private Partnerships, Office of Equity Strategies, Office of Child and Family Health, Faith-based Services, Parent Advocacy Council, and the Senior Advisor to the Medicaid Redesigned Unit – Transitional Medicaid Unit (TMU).

Medicaid Services is responsible for driving and coordinating ACS's use of Medicaid to achieve the agency's strategic goals. It's essential for the entirety of ACS and Voluntary Foster Care Agency partners to understand Medicaid policy and practice as well as they have City funding and Title IV E. The Administrative Associate of the Transitional Medicaid Unit will report directly to the Program Director and will process Medicaid applications in WMS for youth who are final discharged through “return to parent”, adoption or KinGAP.

The Medicaid Service Associate responsibilities will include, but are not limited to:

- Process Medicaid applications in WMS for youth who are final discharged through adoption or KinGAP.

- Process Transitional Medicaid applications for youth who have been discharged or aged out of care.

- Recertify annual coverage for adopted and KinGAP youths.

- Track and resolve daily error reports to identify systemic errors in WMS.

- Enter changes to demographic information for youth exiting and entering care.

- Communicate with the Child Welfare Specialist (CWS) and program Director to ensure that all youth exiting foster care has adequate Transitional Medicaid coverage.

- Collaborate with multiple departments within ACS as it pertains SERMA/foster care Medicaid coverage.

- Collaborate with HRA and SDOH to resolve duplicate CIN issues.

- Support in managing the department’s mailbox and respond to inquiries in a timely manner.

- Research information using WMS, eMedNY, and CONNECTIONS.

- Support the program director with special projects or initiatives as needed.

PRINCIPAL ADMINISTRATIVE ASSOC - 10124

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
