The Opportunity

The Manager, Restricted Insurance Agency Licensing, is responsible for the day-to-day management of restricted insurance agency licensing activities. This includes providing guidance to staff; reviewing non‑standard restricted insurance agency licence applications and amendments, designated representative appointments, and purchases or amalgamations affecting restricted insurance agencies; and ensuring that relevant entities clearly understand their obligations within the new regulatory framework.

Duties and Responsibilities

Review non‑standard restricted insurance applications and lead complex or escalated regulatory licensing cases, ensuring effective, compliant resolution of matters involving public interest, legal challenges, or compliance issues.

Provide guidance and oversight to restricted insurance agency licensing analysts and other program unit staff on the review and approval of standard restricted insurance agency applications, amalgamations, and purchases in line with legislation, Council Rules, policies, and departmental procedures.

Approve correspondence to restricted insurance agencies regarding outstanding requirements and clarification of licensing expectations.

Provide ongoing mentorship and support to restricted insurance agency unit staff.

Facilitate regular team meetings to review goals, projects, and challenges.

Foster a positive and collaborative work environment that encourages high performance and ongoing development.

Handle escalated restricted insurance licensing inquiries and resolve disputes among applicants, agencies, and regulators to achieve fair, constructive solutions.

Oversee unit response related to FOI requests.

Participate in hiring and termination decisions for staff, as applicable.

Support the training and onboarding of restricted insurance agency unit staff.

Where applicable, equip staff with the resources necessary to perform their roles effectively

Monitor and report on trends in restricted insurance agency and designated representative licensing, as well as broader industry and regulatory trends as required.

Lead in developing policies and processes related to restricted insurance agency applications, purchase and amalgamation reviews, DR reviews, and changes in authorizations to represent, in accordance with legislation, Council Rules, and other applicable requirements.

Assist in developing and implementing short‑term and long‑term priorities in support of departmental and organizational goals.

Assist in developing consultation plans and delivering presentations to stakeholders and other parties as required.

Lead or participate in projects as required, ensuring timely, on‑budget completion aligned with quality standards.

Remain current on governing legislation, regulations, policies, and procedures.

Maintain awareness of industry issues and best practices through publications, education, and professional development.

Support the Director, Licensing in developing and managing the departmental budget, including expense oversight and variance forecasting.

Liaise with Council staff, Council members, legal counsel, and other regulatory bodies regarding agency and designated representatives’ requirements.

Collaborate with relevant departments to ensure alignment on policies, rules, and regulations related to agency licensing processes.

Monitor key performance indicators and report concerns to the Director, Licensing.

Address critical issues related to licensing management systems.

Perform other duties as assigned by the Director, Licensing.

Qualifications and Experience

Minimum 7 years' experience in regulatory, financial services, or related fields.

Post-secondary degree in a related field such as business administration, or equivalent experience.

Insurance or financial services education and /or experience is preferred.

3 years of management experience

Experience in interpreting, implementing and developing regulatory frameworks in accordance with the legislation, regulations and policies

Proficiency in MS Office applications (Word, Excel, PowerPoint, etc.)

Possesses excellent oral and written communication abilities, with a proven track record in client service and conflict resolution.

Strong analytical and report writing skills.

Regulatory experience or Insurance experience.

Understanding how business corporate structures are designed and established.

Excellent organizational skills and attention to detail.

A public service orientation.

Ability to work independently as well as part of a team.

Excellent time management skills and ability to meet deadlines.

Demonstrated analytical and judgment skills.

Ability to organize large volumes of work and deal with several concurrent tasks.

Minimum to Midpoint Salary Range: $120,022 - $150,028 per annum.
Upon hire, new employees will be placed in a starting salary between the minimum and P50 (midpoint) of the salary range. The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position.
