Manager, Research (National Inuit Health Survey) - Existing position 

Band: 5 - $80,781 - $100,976 **Compensation is aligned with internal equity and market benchmarks. In limited circumstances, offers above the posted range may be considered for candidates with exceptional qualifications or highly specialized expertise**  

This role, as with all positions at ITK is 100% in-office, requires being in the office full-time at 75 Albert Street, Ottawa, ON.

JOB SUMMARY

The Qanuippitaa? National Inuit Health Survey (QNIHS) is an ongoing program, requiring two managers.

Reporting to the Director of Policy Advancement, the Manager is responsible for the managing and implementation of a permanent Qanuippitaa? National Inuit Health Survey (QNIHS). 

 

The Manager leads a team of staff that works collaboratively across the organization to deliver on key initiatives and with the four Inuit regions to deliver on key initiatives and policies in relation to the QNIHS. The Manager oversees the production of policy positions and recommendations and provides policy and project management oversight and guidance and works in collaboration with other Managers within the Policy Advancement team.

KEY ACCOUNTABILITIES

MANAGEMENT & PLANNING

Manages and assists team members with all QNIHS related activities

Manages file specific matters as assigned and prioritized by the Director;

Oversee survey design, sampling methodology, questionnaire development, data storage and management, data analysis and dissemination;

Identify research needs related to QNIHS and participate in relevant research projects;

Plan and co-ordinate a collaborative approach to data processing, analysis and dissemination with the four Inuit regions;

Recommend priority areas of activity for the department and ITK as relevant to the file areas;

Conduct analyses and formulate recommendations/positions as they relate to policy development at the national level;

In collaboration with the QNIHS Regional Managers, support regional and community data policy development;

Collaborate with colleagues within ITK, Inuit Treaty Organizations, federal provincial and territorial governments, and other relevant bodies on planning and implementing the QNIHS;

Collaborate with Communications to develop communications strategies with media, governments and Inuit stakeholders

Collaborate with Inuit Qaujisarvingat at ITK to ensure the survey meets the core objectives of the National Inuit Strategy on Research;

Delegate resources as appropriate to ensure key priorities are delivered;

Conduct staff performance reviews in conjunction with the Policy Advancement management team;

Assist the Assistant Director and Director with recruitment and selection initiatives

 

COMMUNICATION

Establish and maintain working relationships with Inuit Treaty Organizations;

Guided by the Inuit Treaty Organizations, identify and pursue partnerships with individuals and organizations that recognize and respect Inuit self-determination;

Organize and attend meetingsto ensure regular communications with key stakeholders assigned to specific policy areas;

Facilitate and participates in communications, relevant meetings, workshops and conferences

Participate in and lead internal working teams related to QNIHS;

Train, mentor and review the work of department staff as required.

 

ADMINISTRATION

Disseminate relevant information to appropriate stakeholders in a suitable and organized manner;

Oversee the establishment of work priorities, work plans, project budgets and project activities;

Assign and delegate responsibility to staff for the delivery of specific survey areas and tasks;

Oversee the management of assignments from start to finish, including budget development, planning and monitoring, consultation activities, working group/committee work, workshop and teleconference organization and logistics, communications, and various reporting requirements;

Establish and maintain policy, research, and systems records.

 

REPRESENTATION

Represent ITK in meetings and conferences or on committees and working groups as assigned by the Director, including participation on task forces or working groups that bring together government departments and Inuit organizations;

Represent QNIHS in meetings and conferences.

INTER-RELATIONSHIPS

Work independently and co-operatively with a variety of individuals and groups, including ITK staff, government and Inuit Treaty Organizations;

Foster strong working relationships with Inuit Treaty Organizations and relevant Federal and Provincial/Territorial Government departments.

 

Performs other duties as assigned.

 

QUALIFICATIONS

KNOWLEDGE AND SKILLS

Understanding of the Inuit social determinants of health and their connections to overall well-being;

Quantitative data analysis and reporting of results;

Good understanding of community needs and traditional values in Inuit communities;

Training and experience in epidemiological and/or quantitative data analysis;

Knowledge and understanding of Inuit land claim agreements and organizations and related legislation and policy frameworks;

Familiarity with federal government programs and policy;

Must have excellent oral and written communication skills (primarily in English; Inuktitut and/or French an asset);

Proven and effective writing, speaking, organization, facilitation, coordination, prioritization and time management skills;

Strong computer skills in Microsoft Office (Word, Excel and Access), internet, e-mail, and PowerPoint;

Team player, self-motivated and self-directed;

Ability to understand and interpret policy and legal documents, legislation, and regulation;

Sound problem solving and analytical skills;

Sensitive to local, political and cultural issues

EXPERIENCE

A minimum of 8 years of related work experience in a similar role;

Experience managing a team;

Experience in analysis, program development, evaluation, and consultation;

General research and policy development experience;

Experience in developing and implementing research and surveys;

Experience with project management or program development;

Experience with partnership development and maintenance.

 

EDUCATION

A Bachelor’s Degree in a relevant discipline, such as public health, health sciences, epidemiology, public policy and political or social science.
