THIS ROLE: 

The Manager, Pursuits & Market Intelligence leads the identification, evaluation, and strategic tracking of dredging opportunities across the U.S. market. This role serves as the hub for forward-looking market intelligence, analyzing upcoming projects, competitor activity, and bid trends to inform go/no-go decisions and support Curtin Maritime’s dredging growth strategy.  This position partners closely with executive leadership, the bid team, and proposals to ensure Curtin is pursuing the right projects at the right time, with clear insight into market conditions and competitive dynamics.

WHAT YOU’LL DO:     

Market & Opportunity Intelligence

Proactively monitor government and industry data sources to identify upcoming dredging opportunities nationwide

Build and maintain a forward-looking pursuit pipeline and bid forecast aligned with division and company goals

Develop and track recurring maintenance dredging schedules to support long-term planning

Attend industry days, pre-solicitation meetings, and market events to gather early intelligence and position Curtin competitively

Pursuit Strategy & Go / No-Go Support

Evaluate pre-solicitation information to assess project fit, technical feasibility, and strategic value

Develop concise project one-pagers summarizing scope, risks, competitors, and recommendations

Maintain and manage the Pursuit “Hit List”, supporting leadership go/no-go decisions

Lead the weekly Upcoming Pursuit Review meeting, ensuring alignment across stakeholders

Competitive & Bid Analysis

Review RFPs and bid documents to extract key technical, schedule, and pricing drivers

Track bid abstracts, award results, and competitor performance to develop utilization and pricing insights

Generate bid history profiles and trend analysis for priority projects

Initiate and manage FOIA requests for select competitor projects to obtain production data and pay applications

Analyze production data and distribute insights to the bid team to inform estimating and strategy

Cross-Functional Coordination & CRM Leadership

Serve as the owner of pursuit-related data within the CRM, ensuring accuracy, consistency, and usability

Launch and manage internal Teams channels for active pursuits to centralize communication and documents

Partner with the Bid Team to support proposal development through early analysis and strategy

Manage and mentor the Pursuits Data Coordinator, assigning tasks and ensuring data quality

SKILLS, APTITUDES, QUALIFICATIONS AND CERTIFICATIONS:

Strong analytical, critical-thinking, and decision-making skills

Ability to synthesize complex data into clear, actionable insights

Excellent organizational and time-management abilities

Comfortable prioritizing competing deadlines in a fast-paced environment

Advanced proficiency with Microsoft Office and CRM systems (Dynamics preferred)

Strong written and verbal communication skills

High attention to detail with a strong sense of ownership and accountability

Experience in construction, marine, infrastructure, or government contracting environments preferred

Ongoing Responsibilities

Monitor new opportunities and update the pursuit pipeline

Maintain CRM records, documents, and project statuses

Coordinate with the bid team on upcoming solicitations

Analyze bid documents and update project one-pagers

Recurring Cadence

Weekly: Pursuit reviews, CRM updates, coordination with data coordinator

Monthly: Competitor award tracking, FOIA requests, CRM audits, industry engagement
