Reporting to the Director, Building Services, the Manager, Facilities Operations, is responsible of the safe, effective and efficient operation and the comprehensive management of the physical facility in support of our mission to deliver innovative and compassionate care to our patients. An advocate for excellence in facilities management, the Manager will leverage superlative cross-disciplinary communication skills to drive collaboration and alignment of our facilities management services in support of our clinical priorities and strategic objectives.

Accountabilities:

• Oversees the contract administration of the facilities management contract at Brampton Civic Hospital
• Leads the process in evaluating and meeting the physical facilities needs of Brampton Civic Hospital
• Assist in the development and lead the implementation and monitoring of Facilities Management annual goals and objectives for Brampton Civic Hospital
• Manages the planning, development, implementation and evaluation of short and long term plans for the improvement in daily operations
• Under the strategic direction of the Site Director, provides operational leadership and supports the management team and contracted Facilities Management services leads to ensure effective and productive functioning of services and the achievement of goals and objectives
• Supports the development, implements and monitors facilities management policies and procedures
• Acts as the first point of contact of escalation on behalf of Osler to address any Facilities Management related matters
• Ensures the hospital facilities meet legislated requirements including mechanical, electrical and emergency response systems including fire safety, nurse call etc.
• Oversees the development of operational processes to ensure an effective and efficient priority planning process and monitors progress towards achievement of goals
• Leads the implementation of Facilities Management audits and inspections
• Serves as incident commander for all Facilities Management emergency incidents (24/7 on call for Brampton Civic Hospital)
• Investigates and debriefs incident reports related to Facilities Management
• Manages the review process of all Facilities Management shutdown request(s) and any related MOP’s and risk assessments documentations and provides authorizations to execute the work in an effective and safe manner to minimize impact to Osler staff, patients and visitors
• Manages the compliance of the Facilities Management help desk reports, service request, events, BAS alarms, etc. as per the project agreement
• Manages the variation process as outline in the project agreement and coordinate with all stakeholders including finance, clinical and all other departments
• Manages the development of the annual operating plan, including the human resources and capital plans
• Engages clinical, non-clinical and external stakeholders to ensure oversight and supports aligns with Olser’s culture and strategic directions
• Leads the implementation of operating and capital variations and projects in support of our clinical operations at Brampton Civic Hospital
• Develops effective relationships with internal peers to implement strategic initiatives and to represents the department to contribute to corporate initiatives
• Manages all AODA related activities at the site/s
• Works with Pco review the short, mid and long range planning and implementation of life-cycle replacement by Pco in alignment with clinical operations and practices and the project agreement
• Implements and evaluates quality improvement initiatives for Facilities Management; ensures proper quality programs are designed and implemented
• Reviews performance indicators, monitors outcomes on a regular basis and develops action plans as required to address quality improvement issues
• Provides leadership during accreditation to ensure requirements are completed in a timely and accurate manner
• Develops relationships with external professional associations and peers across the industry to maintain and improve knowledge of emerging trends, developments and legislation and assess impacts to Osler operations
• Working with the Director to develop annual operating plans and capital plans for the department in collaboration with Finance
• Approves invoices, POs and expenditures within approved limits
• Monitors, analyzes and reconciles variances from approved plan on a monthly basis
• Identifies and develops strategies to streamline operations, improve services and reduce costs

• Completion of a university program in building systems maintenance, facilities maintenance, engineering or equivalent experience required
• PMP Certificate preferred
• Active membership with the Canadian Healthcare Engineering Society preferred
• Minimum seven to 10 years previous management experience in maintenance and/or plant operations of a hospital/health care facility required with experience in P3 contract operations required
• Business management coursework an asset
• Strategic planning and leadership and project management skills
• Ability to think strategically at the site and departmental level
• Broad knowledge of overall hospital structure, operating policies and procedures and decision-making processes
• Knowledge of management principles and application of such on a daily basis
• Knowledge of quality improvement principles and practices
• Knowledge of computer maintenance management systems, building automation systems, fire systems and other facilities management software applications
• Broad understanding of and sensitivity toward the multilingual and multicultural diversity of Osler staff, patients and clients
• Ability to adapt to change, to implement changes and to facilitate change management throughout department and organization as needed
• Excellent problem recognition, analytical and problem solving skills
• Excellent judgement and decision-making skills
• Excellent organizational and time management skills
• Excellent verbal and written communication and presentation skills
• Ability to multitask effectively, i.e. handle a large number of diverse issues simultaneously

Hours: Currently days (subject to change in accordance with operational requirements)

Salary:

Minimum: $109,434.00

Maximum: $136,792.50
