HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.
HEABC’s Human Resources, Strategies & Services (HRSS) department is responsible for the administration of a number of Health Human Resource initiatives across the province. The department includes Health Match BC, Locums for Rural BC, Practice Ready Assessment BC, the BC Care Aide and Community Health Worker Registry, and Compensation and Classification services. OPPORTUNITY:
Reporting to the Senior Director, Marketing and Communication, the Digital Marketing Manager (“the Manager”) balances strategic leadership with operational excellence to ensure HEABC’s digital communications are accessible, measurable, and aligned with public sector standards of accountability, transparency, and service excellence. The Manager is responsible for leading the organization’s digital presence, brand stewardship, and integrated campaign execution across all web, search, and social platforms. This work includes HEABC and all managed brands. The Manager is an expert in website strategy and design oversight, SEO, integrated campaign management, social media content strategy, and KPI reporting and performance analysis.
The successful candidate will:
Develop and execute integrated digital marketing strategies aligned with organizational priorities.
Provide strategic advice and digital expertise to internal teams and leadership.
Lead end-to-end campaign management, including planning, execution, optimization, and post-campaign evaluation across multiple channels including web, email, paid media, and social platforms.
Lead website strategy, UX enhancements, and CMS governance (WordPress and enterprise platforms).
Develop and implement comprehensive SEO strategies (technical and content-driven).
Establish digital KPIs, build dashboards, and provide performance reporting.
Build and maintain strong relationships with internal teams, external partners, and vendors.
Apply change management practices to support adoption of digital strategies and tools.
Required Experience & Knowledge:
Successful completion of a bachelor’s degree in marketing, Communications, Digital Media, or a related field, supplemented by a minimum of five (5) years of progressive experience in digital marketing, preferably in a public or regulated environment.
Demonstrated experience leading integrated digital campaigns.
Strong knowledge of UX principles, and website governance.
Advanced analytical and reporting capability.
Technical expertise and familiarity will some or all of the following digital tools:
WordPress (theme customization, plugin management, SEO integration)
Enterprise CMS platforms (Drupal, Sitecore or similar)
Working knowledge of HTML/CSS
Google Analytics 4 (GA4), Tag Manager, Search Console
Looker Studio, Tableau, or Power BI
UTM tracking and attribution frameworks
SEMrush, Ahrefs, Moz
Screaming Frog or similar technical audit tools
Mailchimp, Campaign Monitor, HubSpot, or Salesforce Marketing Cloud
CRM integration experience
Google Ads, LinkedIn Campaign Manager, Meta Ads Manager
Hootsuite, Sprout Social or similar platforms
Native analytics tools (LinkedIn, Instagram, Facebook, X)
Asana, Trello, Monday.com
Adobe Creative Suite and/or Canva
Digital Asset Management (DAM) systems

Salary Range: $108,147 to $141,943 / year
Typical Hiring Range: $108,147 to $135,184 / year
In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience, as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
