Reporting to the Director, Capital Planning and Business Development, this role is a key member of the Finance leadership team and is responsible for:  
• Partnering with program areas to plan, implement and monitor corporate initiatives including the annual clinical capital plan and capital contingency budgets
• Leading the development and reporting of ministry-funded project cash flow requirements, supporting long-range capital planning, and ensuring appropriate internal controls to mitigate financial reporting risks and safeguard hospital resources. 
• Providing financial oversight for major strategic initiatives, including Peel Phase 2 and the Health Information System, ensuring senior leadership has clear visibility into financial performance, risks, and key decisions.
• Ensuring financial accountability, processes, and performance across IT, Facilities, Real Estate, and major capital/redevelopment projects, including local share planning, in accordance with generally accepted accounting principles (GAAP).
• Providing a framework to program and support areas for the planning and reporting for project and investment financing. 
• Leading the development of complex business cases in collaboration with Redevelopment teams and clinical leaders, and supporting financial planning for major capital projects.
• Managing the operating budget for the Etobicoke Wellness Center, IT and Redevelopment/ Facilities portfolios 
• Providing leadership and direction to a team of analysts, fostering a high-performing, collaborative, and client-focused environment, while supporting staff development.
• Utilizing strong communication and interpersonal skills to deliver clear, actionable financial insights and effectively manage multiple priorities in a dynamic environment.
Accountabilities:
• Lead all aspects of financial reporting and cash flow management for major capital and investment projects and the support services portfolio, including the accumulation, validation, analysis, and interpretation of financial information, as well as internal and external reporting to government agencies.
• Develop and lead the preparation of complex business cases and financial strategies to support major capital project submissions, including HIRF, SRI, and other ministry reporting requirements.
• Provide leadership, coaching, and development to Finance team members, fostering a high-performing team environment and implementing tools and processes to enhance efficiency and effectiveness.
• Deliver timely, accurate, and value-added financial analysis of funding streams and capital projects, identifying risks and opportunities and aligning insights with organizational strategic and operational objectives.
• Lead the preparation of ad hoc analysis and reporting for Senior Management, and proactively identify and drive process improvements, reporting enhancements, and quality initiatives.
• Build and maintain strong relationships with internal stakeholders and government partners, ensuring effective communication, collaboration, and proactive issue resolution.
• Establish and continuously improve standard operating procedures (SOPs) and financial processes to strengthen controls, consistency, and overall team performance.
 
• Bachelor degree in Business or Finance with a Professional Accounting designation (CPA CA, CMA, CGA) required
• MBA preferred
• Minimum of 5 years experience in Healthcare or similar industry, with at least 2 years in accounting capacity
• Knowledge of Canadian Generally Accepted Accounting Principles, specifically Public Sector and Not-for-Profit Standards
• Knowledge of MIS Reporting Guidelines as determined by the Ontario Health Reporting Standards
• Broad knowledge of internal controls and impact on operations and procedures
• Broad knowledge of forecasting and budgeting principles, annual financial planning cycles and cash flow management
• Knowledge of large ERP systems, Intermediate to Advanced Microsoft Excel and Access capabilities
• Knowledge of Project Management
• Knowledge of MOHLTC Capital Planning
• Knowledge of Infrastructure Ontario Reporting Requirements
• Knowledge of Health Infrastructure Renewal Funding Requirements
• Knowledge of Construction Projects
• Required to travel between Osler sites

Currently Days that function hybrid, but require essential, regular onsite weekly work (subject to change in accordance with operational requirements)
Salary:
Minimum: $118,716.00 annual
Maximum: $148,395.00 annual
