General Function
The Manager, Billing and Contract Closeout is responsible for the end-to-end government contract billing lifecycle. This role is responsible for contract and indirect project setup, billing execution, accounts receivable and collections, and contract closeout activities, ensuring compliance with FAR, CAS (as applicable), and DCAA and customer billing system adequacy requirements. Manager, Billing and Contract Closeout serves as a key internal control owner and primary billing liaison to various internal departments and external customers.
Major Activities (Typical Duties/Responsibilities)
Oversee all government contract billing activities across the full contract lifecycle, ensuring accuracy, compliance and timely cash flow.
Review executed contracts, task orders, and modifications to ensure accurate and compliant setup in the ERP system, including:
Contract type (CPFF, CPAF, T&M, FFP, IDIQ)
Funding authorizations, ceilings, period of performance, and incremental funding
Billing rates, fee structures, withholds, and special billing provisions
Partner with Contracts and Program Management to define, validate and enforce billing instructions, invoice formats and submission timelines.
Establish compliant project structures that support proper segregation of direct and indirect costs and audit-ready billing.
Prepare, review and submit timely, accurate invoices in accordance with contract terms, FAR Part 32, and agency-specific billing requirements; ensure all billings are recorded in the general ledger and that costs are allowable, allocable and reasonable.
Manage billing portfolios, including cost-reimbursable contracts with provisional and final indirect rates, time-and-materials contracts with labor category and rate compliance and fixed-price milestones and progress billings.
Lead funding and ceiling oversight to prevent over-billing and Anti-Deficiency Act risks.
Manage account receivables for government and commercial customers. Tasks include:
Monitoring and reporting AR aging, identifying collection risks, and driving resolution of overdue balances.
Investigating and resolving invoice rejections, discrepancies, and customer inquiries in coordination with Contracts and Program Management.
Supporting cash forecasting related to billed and unbilled receivables.
Manage the billing process through contract completion and financial closeout, including:
Final invoice preparation and submission
Reconciliation of billed vs. incurred costs
Resolution of unbilled receivables, fee withholds, and funding adjustments
Support submission of final vouchers and closeout documentation.
Ensure timely and compliant contract closeout.
Ensure audit and compliance readiness by maintaining accurate records, supporting internal control requirements, preparing required documentation, and coordinating with auditors to meet federal regulatory and policy standards.
Serve as a control owner for the Company’s billing system and related policies and procedures.
Maintain and enhance billing procedures to ensure ongoing DCAA billing system adequacy.
Support DCAA audits, customer audits, and internal audits related to billing and accounts receivable.
Ensure segregation of duties between billing, timekeeping, cost accounting, and cash application.
Identify and implement process improvements to strengthen compliance, scalability, and billing cycle efficiency.
Act as the primary billing point of contact for internal stakeholders and external customers.
Provide training and support to various departments on billing requirements and funding controls.
Perform other duties as appropriate and as assigned.

Advanced knowledge of government contract billing lifecycle from pre-award to final billing and contract closeout.
Advanced knowledge of FAR billing requirements and cost principles, DCAA billing system adequacy standards, and government invoicing platforms (WAWF, IPP, and agency specific portals).
Thorough knowledge of and hands-on working ability with ERP systems to support efficient financial and operational processes.
Ability to think strategically and operationally and lead organizational change with strong sense of ownership and accountability.
Ability to identify effective process improvements; set clear objectives and apply accounting best practices.
Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.
Excellent written, verbal and technical skills appropriate for regular communication with company and subsidiary management and staff and a wide range for third party professionals.
Analytical and verbal skills necessary to participate in negotiating and evaluating the implications of the commercial terms of investment transactions and to interpret and discuss legal documents pertaining to new and existing investments.
Analytical skills required to structure, supervise, analyze, evaluate and perform due diligence work.
Ability to quickly become familiar with new industry, regulatory, valuation and investment information and apply such information to investment analysis assignments.
Experience working and motivating in a team-oriented, collaborative environment.
Strong project management skills for large and small projects, utilizing internal and external resources.
Ability to make decisions, solve problems and exercise excellent judgment.
Ability to work well under pressure and independently prioritize workload, while working on multiple projects.
High degree of sensitivity regarding confidential information.
Physical Abilities
Sufficient fine motor skills for use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time
Visual and communication abilities adequate to perform the essential functions of the job
Minimum Experience
Bachelor’s degree in Finance, Accounting, Economics, or related field; Master’s degree in applicable field preferred
Five or more years of billing experience working within the government contracting environment and with complex, multi-contract portfolios exceeding $100M in annual revenue
Ability to pass a background screening
Must be U.S. Citizen
