A Day in the Life:
The Learning & Development Program Lead guides the full lifecycle of training initiatives using a structured project planning approach grounded in the ADDIE model. This role provides strategic oversight with hands-on delivery by assessing learning needs, creating training plans, and ensuring high-quality development and execution. This role facilitates learning experiences for diverse audiences, monitors readiness, and uses feedback to adjust strategy and the training approach. The Learning & Development Program Lead works closely with project teams and subject matter experts to lead learning for a largescale policy administration system transformation, ensuring internal staff and external stakeholders are prepared to adopt new processes, technology, and tools. In addition, this position ensures leadership remains informed, maintains effective communication channels, and helps the organization build modern, consistent learning practices that support long-term change.
Primary Responsibilities:
Training Strategy & Planning
Build and maintain a comprehensive training strategy aligned with program and change management goals.
Translate business needs into clear learning objectives, delivery approaches, and success measures.
Identify training risks, dependencies, and resource needs.
Content Development
Establish and maintain standardized training templates, rules, definitions, and style guidelines.
Implement structured content governance, including version control, change logs, decision tracking, ownership assignments, and review cycles.
Oversee development of learning materials such as eLearning modules, job aids, facilitator guides, and instructor led content.
Delivery & Execution
Lead and support training delivery across virtual and in person formats.
Manage logistics, scheduling, and training platforms to ensure smooth execution.
Implement structured feedback loops to drive continuous improvement.
Stakeholder Engagement
Partner with SMEs, project teams, and external vendors to align training with operational realities.
Communicate training plans, milestones, and impacts to leadership and affected groups.
Guide teams transitioning from legacy training practices to more modern, scalable approaches.
Collaborate with Human Resources for internal training needs and LMS support.
Measurement & Reporting
Track participation, completion, and performance outcomes to assess readiness.
Provide clear reporting on training effectiveness and areas for improvement.
Use data to inform future iterations and decision making.
Essential to Your Success:
Experience working in both Waterfall and Scrum project environments
Strong instructional design and facilitation skills
Excellent verbal, written and interpersonal communication skills
Excellent project management and stakeholder engagement skills
Familiarity with LMS platforms and digital learning tools
Clear and effective curriculum-planning and development skills
Ability to lead change and adjust strategy and alter course as needed
Highly organized with meticulous attention to detail and a commitment to delivering high-quality results
Education Requirements:
Minimum: Bachelor's degree in Instructional Design, Education, Organizational Development, or related field required
Preferred: Master's degree in Instructional Design, Adult Learning, or Organizational Development preferred.
Years of Experience:
A minimum of seven years of experience in Learning & Development, training strategy, curriculum design, and leading training programs for large scale system implementations required.
A minimum of three years of experience in insurance operations and training for complex systems such as Oracle, SAP, etc., required.
