We are looking for a Chief Estimator to lead preconstruction and estimating efforts for a public works and heavy civil construction company. This role is responsible for overseeing all bid activities, developing pricing strategies, and managing a team of estimators across municipal and infrastructure projects. The position plays a critical role in securing new work by ensuring accurate, competitive, and compliant proposals. This is a leadership opportunity for someone with deep experience in public agency bidding and large-scale civil construction.
Responsibilities
• Lead all estimating and preconstruction activities for public works and civil infrastructure projects
• Develop bid strategies, including go/no-go decisions, pricing approach, and risk analysis
• Manage and mentor a team of estimators and preconstruction staff
• Review plans, specifications, and contract documents for accuracy, scope gaps, and compliance requirements
• Oversee quantity takeoffs, cost estimates, and proposal preparation for projects ranging from $5M to $100M+
• Coordinate subcontractor and supplier outreach to ensure competitive and complete bid coverage
• Analyze labor, equipment, and material costs to ensure accurate and profitable estimates
• Collaborate with operations and project management teams for seamless project handoff
• Lead value engineering efforts to improve cost efficiency and project competitiveness
• Maintain relationships with subcontractors, suppliers, and public agency stakeholders
Requirements:
• 10+ years of estimating experience in public works, heavy civil, or infrastructure construction
• Proven experience leading estimating teams and managing multiple concurrent bids
• Strong knowledge of public agency bidding requirements (municipal, county, DOT, or similar)
• Experience estimating projects involving grading, paving, utilities, and site development
• Proficiency with estimating software such as HCSS HeavyBid, Bluebeam, AGTEK, or similar
• Ability to read and interpret construction drawings, specifications, and contract documents
• Strong analytical, leadership, and communication skills
• Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred
