We are looking for a Launch Base & Ground Systems Safety & Licensing Engineer to complete our consultants Workforce Management Service to support the Operational Launch System Safety Office of the European Space Agency (ESA) at their location in Frascati, Italy.
The purpose of the Safety Operational Office for Flight Programmes is to support Launcher and launch Systems development and interfacing with other Space Transportation (STS) Departments and ESA Directorates on demand.
As a Launch Base & Ground Systems Safety & Licensing Engineer, you will contribute to the preparation, evaluation, and acquisition of regulatory authorizations for Launch Complex infrastructure and Ground Segment systems within ESA’s programmes. This includes pyrotechnic safety, environmental assessments, exploitation authorizations, conformity attestations, and licensing support.
The selected candidate may additionally be appointed to the role of Service Manager, subject to relevant experience and operational needs.
Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage).

The successful candidate will be tasked with, but not limited to:
Launch Complex & Establishment Authorizations
• Lead the preparation and coordination of DDAE/ICPE/SEVESO authorization dossiers for new or updated facilities in French Guiana or other Member States.
• Define roadmaps for future establishments, including operational organization notes, emergency plans, quality and safety procedures, and compliance pathways.
• Support establishment managers through the full authorization process, from presubmission to approval.
Pyrotechnic, Environmental & Hazard Studies
• Assess pyrotechnic hazard studies (EST) for all facilities handling explosive items (launch pad, EPCU, integration buildings), ensuring compliance with national regulations.
• Review environmental impact assessments, danger zone calculations, major accident hazard studies, and Best Available Techniques (BAT) justifications.
• Perform safety evaluations for transport of pyrotechnic components, propellant tanks, and space hardware.
Attestations of Conformity & Licensing
• Support the preparation of Attestation of Conformity requests (AoC) for the ESA STSP Launch System, ensuring alignment with RT and REI requirements.
• Draft and contribute to DDAL (Launch Authorization), DDAO (InOrbit Authorization), and DDAR (Reentry Authorization) files, covering all ground, flight, orbital, and landing phases.
• Develop and maintain compliance matrices demonstrating full alignment with regulatory frameworks.
Technical Coordination & Interface Management
• Act as technical liaison with CNES, national authorities, ESA project teams, and industrial partners.
• Facilitate key meetings, workshops, and safety exchanges to ensure proper interpretation of regulatory requirements.
• Support facility qualification activities, ground segment assessments, and integration of safety considerations into design and operational concepts.
