Job Description

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a City Planner II for a position with the Watershed Lands & Community Planning (WLCP) Division, City Land Stewardship (CLS) Section. The CLS Section is responsible for the long-term management, stewardship and administration of City-owned water supply lands and DEP conservation easements, located in Valhalla, New York.

Under the supervision of the CLS Property Management Supervisor, this position will be responsible for issuing revocable land use permits (LUPs) for activities being conducted on City owned lands throughout the NYC watershed. Job responsibilities include, but are not limited to: discussing initial requests from constituents who want to use City-owned lands, processing LUP applications, receiving comments on the proposed use of City lands from other DEP staff, generating permit offer letters, ensuring applicants have provided the required materials for permit issuance, maintaining database and tracking tools within DEP’s Watershed Lands Information System (WaLIS), performing research on City owned properties, and conducting field inspections of proposed and permitted locations. Specific duties include:

- Reviewing, responding to, and processing various requests for the use of City-owned water supply lands and reservoirs.

- Processing LUP applications through all phases of internal review and development.

- Disseminating permit applications for internal review and compiling recommended conditions into LUPs.

- Developing, issuing and renewing LUPs for use and occupancy of City-owned lands pursuant to City regulations.

- Performing property-related research for City owned and private properties using City “takings” maps and condemnation records, surveys, deeds, and other resources within the public record.

- Conducting site inspections for new LUP requests and existing LUPs to verify compliance with existing permit conditions, field-check accuracy of permit information as a component of the permit renewal process.

- Assisting the CLS Property Management Supervisor with developing and implementing policies and procedures to improve operations and work processes.

- Assisting with the review of projects that may involve rights-of-way and property easements, assist with special projects as assigned.

- Meeting with various stakeholders as part of pre-project planning and interact with permit applicants, communicate with DEP staff, municipalities, and the general public.

- Working cooperatively as part of a team within the CLS section and other DEP work units on complex projects which may involve water supply connections, natural resource issues, and
infrastructure rehabilitation.

- Utilizing the Watershed Lands Information System (WaLIS) to develop LUPS, track permits and uses of City-owned lands, manage workflow, compile reports, and maintain long-term property documentation.

- Meeting established goals in a timely and efficient manner; implement and adhere to internal policies and procedures while contributing to the DEP and Bureau of Water Supply mission.

Special Working Conditions:

This position is primarily an office-based job that will require the selected candidate to work outside frequently, sometimes in remote areas with uneven terrain. A hard hat and safety vest may be needed at times, and these items will be provided as PPE.

CITY PLANNER - 22122

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
