About Your Role
CMTS is seeking an experienced Labor Compliance Manager to lead labor compliance operations and oversight activities for public sector and infrastructure projects throughout the Washington D.C., Maryland, and Virginia (DMV) Region. This position is responsible for managing labor compliance programs associated with federally funded and publicly funded construction projects while ensuring contractor adherence to all applicable labor regulations and workforce compliance requirements.
Education Requirements
Bachelor’s Degree in Business Administration, Construction Management, Human Resources, Public Administration, or related field preferred

An equivalent combination of education, technical training, and relevant labor compliance management experience
What You’ll Need to Get the Job Done
7–15 years of labor compliance experience supporting federally funded or public works construction projects
Minimum of 3–5 years of leadership or management experience overseeing labor compliance programs or teams
Extensive knowledge of Davis-Bacon and Related Acts (DBRA), prevailing wage laws, labor standards enforcement, and workforce compliance requirements
Experience managing certified payroll reviews, labor audits, contractor compliance investigations, and workforce reporting programs
Strong understanding of federal, state, and local labor compliance regulations applicable to public sector construction projects
Experience supporting transportation, aviation, transit, vertical construction, or infrastructure capital improvement programs preferred
Ability to interpret labor compliance provisions, construction contracts, federal funding requirements, and regulatory guidelines
Strong analytical, auditing, and problem-solving skills with exceptional attention to detail
Experience developing labor compliance procedures, policies, workflows, and reporting systems
Ability to identify compliance risks and implement corrective action strategies
Strong leadership and team management capabilities
Excellent written and verbal communication skills with the ability to interface with executives, contractors, regulatory agencies, and project stakeholders
Ability to manage multiple projects, priorities, and deadlines in fast-paced environments
Proficiency in Microsoft Office Suite including Word, Excel, Outlook, and Teams
Experience with labor compliance software platforms and certified payroll tracking systems preferred
Ability to travel throughout Washington D.C., Maryland, and Virginia project locations as required

What You’ll Do
Lead labor compliance oversight activities for federally funded and publicly funded construction and infrastructure projects throughout the DMV Region
Manage and oversee labor compliance staff, consultants, and contractor compliance activities to ensure adherence to project requirements and regulatory standards
Review and oversee certified payroll submissions for compliance with prevailing wage laws, labor classifications, fringe benefits, and apprenticeship requirements
Establish and maintain labor compliance procedures, workflows, reporting protocols, and audit processes
Conduct labor compliance audits, investigations, and contractor reviews to identify and address non-compliance issues
Monitor contractor and subcontractor compliance with Davis-Bacon and Related Acts (DBRA), prevailing wage determinations, workforce participation goals, and labor standards provisions
Provide guidance and direction to contractors, subcontractors, and project teams regarding labor compliance requirements and corrective actions
Manage workforce compliance reporting including DBE participation, minority workforce participation, apprenticeship utilization, local hiring initiatives, and other workforce compliance metrics as required
Coordinate labor compliance activities with project managers, construction managers, client representatives, legal teams, and regulatory agencies
Prepare executive-level compliance reports, audit findings, compliance summaries, and regulatory documentation
Participate in pre-construction meetings, contractor outreach sessions, compliance training workshops, and stakeholder coordination meetings
Track and manage labor compliance risks, corrective actions, and issue resolution activities
Maintain organized and accurate labor compliance documentation in accordance with project requirements and regulatory standards
Support agency audits, federal reviews, and external compliance assessments
