POSITION SUMMARY:
We are looking for a Strategic Communications Lead to support the Stakeholder Engagement divisional lead and other program leaders on their transformational and mission continuity objectives. You will be responsible for overseeing the Strategic Communications strategies and initiatives for JOMIS, specifically by making executive-level briefings for internal to DHMS and external audiences. The Communications Lead is a critical role in supporting the agency's mission and achieving its strategic goals through the development, implementation, and execution of stakeholder communications and related processes.
You will be responsible for overseeing day to day operations of a team of 2+ resources, tracking progress of multiple priorities across technical and functional areas, making executive briefings, and providing related-coordination with senior stakeholders to gain alignment on briefings. You will supervise the Communications function, and potentially others as the JOMIS organization evolves.
Success in this role includes using strategy and communications expertise to bring structure to JOMIS and help drive transformational change, as well as, maintain effectiveness and efficiency in day-to-day Strategic Communications activities. This person should think critically, drive work independently, accurately prioritize responsibilities, and develop informed recommendations. Furthermore, one must have the ability to craft materials to convey progress in an easy-to-read presentation (e.g., PowerPoint) for senior stakeholder review.
This role will work closely with stakeholders from Boston Consulting Group (BCG), government contractors, and federal employees.
JOB RESPONSIBILITIES:
Engage with the JOMIS PM and other government leaders to create executive briefing materials, memos, talking points, etc. for internal to DHMS and external audiences around both technical (i.e., product rollout status, new capabilities, and plans for future) and operational topics (i.e., deployment)
Become trusted partner to the JOMIS PM for executive briefings and provide direct thought partnership &support to the Stakeholder Engagement Divisional lead as well as overall JOMIS program leadership on strategic communications
Coordinate review discussions of briefing materials with different government stakeholders
Add structure to large forums and executive briefing intake processes in order to push JOMIS toward the achievement of program transformation outcomes
Coordinate day-to-day activities of 2+ resources in the Strategic Communications team
Manage relationships with BCG and government stakeholders, including senior stakeholders
Provide direct thought partnership and support to the Stakeholder Engagement Divisional lead as well as overall JOMIS program leadership
Work directly with senior government employees to deliver executive briefings, memos, talking points, etc. on key program priorities, including providing strategic thought partnership on existing and new initiatives
Proactively develop cohesive and convincing narratives and present these narratives to senior stakeholders for alignment
Coordinate and facilitate cross-functional problem-solving sessions related to core priority areas
Engage with external government and industry stakeholders to convey key messages, including setting expectations around priorities and ways of working
Drive toward the achievement of program transformation outcomes
Work with stakeholders (including BCG, other WF3, and government stakeholders) to understand and define plans to achieve transformational outcomes for JOMIS
Thought partner with stakeholders (including BCG, other WF3, and government stakeholders) to define, align and implement new processes and ways of working
Identify forward-looking opportunities to drive greater organizational effectiveness and efficiency
Coordinate day-to-day activities of Communications resources
Prepare and/or review key storylines and supporting materials for senior stakeholder meetings (e.g., executive briefing PowerPoint presentations, memos, talking points)
Track progress of work products across multiple team members and guide related prioritization
Ensure resources are sufficiently allocated to meet prioritized business needs, including identifying potential trade-offs where needed
Continuous refinement of existing strategies/processes to deliver quality services
Engage with government leaders to verify that existing strategies and processes meet their needs
Create templates and instill structure across the government organization
Oversee execution of quality services and ensure services are delivered to government leaders
Provide thought partnership to support BCG in the investigation of strategies or methods that can be used to streamline these processes
Manage relationships with BCG and government stakeholders
Track relationship dynamics between BCG and government clients
Align with BCG to coordinate incoming requests for select stakeholders
Report out on progress towards transformational outcomes and mission continuity
Be able to provide list of expected strategic communications meetings and executive briefings at any point in time and an MVP of executive briefing outlines at any point in time
BASIC JOB REQUIREMENTS:
Minimum 7 years of Strategy and/or Communications experience, preferably working with Federal Government agencies (DoD preferred)
Minimum 3 years of people management experience
Educational background in strategy, business management or communications preferred. Advanced degree (i.e., MBA) a plus
Mastery of Microsoft PowerPoint is essential, including creating cohesive narratives using slides
Ability to use DoD-approved generative AI to create outlines for executive briefings
Overall understanding of software development lifecycle and agile methodologies to be able to discuss products across their lifecycles
Proficient computer skills: Outlook, Microsoft Excel, Microsoft Word, Microsoft Teams, Slack, SharePoint
U.S. citizenship required
KEY COMPETENCIES:
Knowledge of Stakeholder Engagement functions (ideally in a federal and/or military environment)
Excellent verbal communication and interpersonal skills, with the ability to work collaboratively with and influence cross-functional teams
Excellent written communication skills, including the ability to develop visually appealing slides to communicate key messages
Strong critical thinking and problem-solving skills, with the ability to analyze complex issues, develop and implement effective solutions, and drive alignment across senior leaders
Excellent project management and coordination skills with a proven track record of delivering complex projects on time and within budget
Strong organizational and time management skills, with the ability to handle competing priorities and work effectively in a challenging, fast-paced environment
Ability to manage teams effectively, including directing holding sub-managers, vendors, and other project members accountable for outcomes
Familiar with government headspace and specific considerations within the public sector
Ability to represent the BCG/BCG Fed brand well to a variety of external audiences, including search firms and candidates
