This position reports to the Manager Operations and is responsible for leading HSR operations in its supportive capacity to operationalize and execute HSR service diversions from major road construction projects. . This role ensures that construction activities and service impacts are managed efficiently, safely, and with minimal disruption to transit operations and transit customers.

Responsible for coordination of transit service during major events, long term construction projects and executing other alternative transit options to ensure reliable and timely service for transit customers. This role involves collaboration with internal and external partners for tasks such as modifying traffic signals, managing work zones to minimize service disruption, maintaining public safety, communicating effectively to all stakeholders, and accessibility. 

GENERAL DUTIES

Lead the end-to-end operational delivery of complex construction closure and diversion projects.

 

Develop and implement diversion strategies to maintain transit service during construction, emergencies, and special events through use of mapping and Transit related software.

 

Provide creative leadership and direction to subordinate staff.  Promote teamwork and integration between internal and external parties participating in cross-functional and cross program initiatives.

 

Ensures that employees are provided with and use the appropriate equipment, material and/or procedures required to perform the assigned duties. 

 

Represent Transit on the S.E.A.T. Committee.

 

Coordinate with internal departments (Operations, Maintenance, Communications) and external partners (contractors, utilities, City departments) to ensure seamless project execution.

 

Participate in public engagement and communication strategies related to construction and diversions.

Supervise project staff, provide mentorship, and performance feedback.

 

Act as lead liaison during major service disruptions or emergency construction events.

 

Develop comprehensive plans for transit service during planned closures, diversions, and major events, coordinating with various stakeholders.

 

Plan and implement the delivery of alternative transit services, such as shuttle buses, to replace affected routes.

 

Work with traffic control to modify signals and manage traffic flow to give priority to diverted buses, helping to reduce congestion and improve efficiency.

 

Assumes lead accountability and responsibility to oversee, undertake and coordinate the timely delivery of effective strategies to respond to the diversion of HSR traffic from construction activities and related issues and priorities as assigned.

 

Develops and promotes a continuous improvement culture, by recommending policy and improvement strategies in the delivery of services to meet mandated goals and objectives and monitors outcomes.

 

Deals with confidential and sensitive information and provides strategic advice on various initiatives.

 

Ensure the safety of work zones within the public right-of-way, ensuring that construction and maintenance activities do not negatively impact transit operations.

 

Develop the communication package required for all stakeholders and help transit customers navigate HSR service during disruption.

 

Recommends Policy and improvement strategies in the delivery of the diversion program, projects and service activities.

 

 

Prioritize the safety and accessibility of all road users, including pedestrians, cyclists, and transit riders, in all planning and execution of diversions.

 

Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.

 

 

QUALIFICATIONS

Demonstrated experience related to the duties listed above, normally acquired through the completion of a University Degree or Diploma in Traffic Engineering, Transit/Transportation Planning , Project Management or a related discipline. Candidates with equivalent combination of education and experience will be

PMP certification or equivalent project management designation preferred.

Considerable progressive experience in Transit Operations, project management construction phasing, and diversion planning.

Proven ability to manage large-scale, multi-stakeholder projects in a unionized environment.
 

Solid understanding of project management approaches, tools, and phases of the project

Practical experience conducting audits within a quality management

Ability to facilitate project teams, providing focus, direction and ensuring deadlines are met.

Excellent interpersonal skills, with the ability to communicate complex issues correctly and clearly to both internal and external customers.

Excellent facilitation, negotiation, and leadership skills.

Comprehensive knowledge of Human Rights and Employment legislation, including the Ontario Human Rights Code, Bill 132, Employment Standards Act, Highway Traffic Act, and Occupational Health and Safety Act, WSIB and other related legislation.

Proficiency in project management software (e.g., MS Project, Primavera), CAD, and GIS tools.
 

Experience in the municipal environment is an asset.

Geographical knowledge of Hamilton will be considered an asset.

Sound knowledge in Microsoft Applications (Word, Excel, Powerpoint.)

Valid Ontario Class G driver’s license.
