Who We Are

 

The College of Complementary Health Professionals of BC (CCHPBC, or the College) is located on the traditional, ancestral, and unceded lands of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Nations. The College regulates over 10,000 health professionals, including chiropractors, massage therapists, naturopathic physicians, traditional Chinese medicine practitioners, and acupuncturists across British Columbia.

 

Formed on June 28, 2024, through the amalgamation of four provincial health profession regulators, the College was established as part of the Ministry of Health’s initiative to modernize the health profession regulatory framework in B.C. Its primary role is to protect public health and safety by licensing and regulating health professionals and the settings in which they practice. This includes ensuring that every health professional within its purview is fully qualified to provide safe and ethical care.

 

 

About This Employment Opportunity

 

The College is seeking an individual with regulatory investigation experience, strong legislative and analytical expertise, and proven trauma‑informed investigative and report‑writing skills to take on the role of Investigator.

 

The Investigator is responsible for conducting bias free, trauma informed investigations in accordance with the Health Professions and Occupations Act, College Bylaws and internal policies and procedures. This role requires strong written and verbal communication skills, as well as strong critical thinking, problem solving, and analytical skills. Investigators are required to draft investigative and interview plans, gather evidence and conduct interviews, and subsequently prepare a written investigation report. Investigators are expected to conduct each investigation in a thorough and professional manner.

 

 

It is essential for all College staff to contribute to a team approach with a public protection focus, delivering efficient services that align with and allow the College to meet its regulatory, strategic, and operational goals. 

 

 

Duties and Responsibilities (include but are not limited to)

 

Manage all aspects of investigations, as assigned by the Manager, Investigations, or other department leadership, and the Investigation Committee. This includes but is not limited to; preparation of investigation plans; identification and gathering of evidence; conducting interviews; preparing investigation reports; and continued monitoring of licensee compliance with orders, in accordance with the Health Professions and Occupations Act, College Bylaws, and College policies and standard operating procedures.  

Conduct trauma-informed and bias-free investigations into allegations, including but not limited to, the provision of treatment outside the licensee’s scope of practice; injury and/or physical harm alleged to have been caused by the licensee; improper billing/fraud; sexual misconduct/abuse and any other unprofessional conduct occurring both on and off duty. 

Correspond with complainants, witnesses and licensees to obtain evidence and effectively articulate the status and outcome of investigations.  

Attend locations to investigate, inspect, observe or examine: a licensee’s practice; the premises; equipment and materials used by a licensee while providing health services; and records created by a licensee while providing health services.  

Conduct audits of a licensee’s practice as part of monitoring compliance with an order. 

Appear as a witness and testify at discipline proceedings, as required.  

Maintain knowledge of legislation and practices in regulation, identifying trends, risks and best practices.  

Liaise with law enforcement as necessary.  

Collaborate with regulators in BC and other jurisdictions, sharing best practices and developing common approaches to regulation.  

Occasional travel or commute throughout the province of BC as required for audits, inspections and interviews. 

Other duties as assigned by the Manager.  

 

Qualifications and Skills

 

Five (5) years of work experience in licensing, legal, policing or regulatory investigations, preferably in a healthcare setting (or equivalent combination of education and experience). 

Experience interpreting legislative requirements and identifying and analyzing the implications on internal policies and procedures.  

Knowledge of the Health Professions Act and/or Health Professions and Occupations Act.

A demonstrated understanding of regulatory functions and related administrative law principles.  

Strong report writing, research, evaluative, analytical, and witness interviewing skills. 

Strong problem solving and conflict resolution skills. 

Trauma-informed practices training, as it relates to investigations and interviewing.  

Ability to analyse and summarize evidence while maintaining objectivity. 

Ability to maintain a high level of situational awareness. 

Ability to maintain professionalism when dealing with diverse groups of people with different personalities. 

Computer proficiency with a variety of relevant software applications. 

Ability to contribute to a team approach with a public protection focus.

Ability to deliver efficient services that align with and allow the College to meet its regulatory, strategic, and operational goals.

 

An individual who meets either the established formal qualification or the accepted equivalency can be considered equally for this role. 

 

 

Compensation and Perks

 

The compensation for this position ranges from $104,000 to $116,000 annually, based on a 37.5-hour work week. The starting salary will be determined by factors such as the candidate’s job-related knowledge, skills, experience, the salaries of peers within the same range, market conditions, and other relevant considerations.
