Background

Relief International (RI) aims to strengthen patient and healthcare worker safety at Al Khair Hospital and Al Awda Hospital through improved Infection Prevention and Control (IPC) practices. Effective IPC measures are essential to reduce healthcare-associated infections (HAIs), prevent outbreaks, and ensure safe, high-quality healthcare services, particularly in emergency and humanitarian settings.

To support these objectives, Relief International intends to contract a qualified consultant with proven expertise in IPC capacity building to design and deliver high-quality IPC training for medical staff and non-medical staff at both hospitals.

Purpose of the Assignment

The purpose of this assignment is to provide practical, role-appropriate IPC training to medical and non-medical staff at Al Khair and Al Awda Hospitals, enabling them to understand infection risks and apply essential IPC measures in their daily work.

Objectives

3.1 Overall Objective

To strengthen infection prevention and control practices among medical and non-medical staff at Al Khair and Al Awda Hospitals, contributing to a safer healthcare environment for patients, staff, and visitors.

3.2 Specific Objectives

Strengthen understanding of basic IPC principles and infection transmission routes.

Improve compliance with hand hygiene and role‑appropriate PPE use.

Enhance competencies in environmental cleaning and disinfection procedures.

Improve safe waste segregation, handling, and disposal practices.

Strengthen correct medical waste segregation, handling, internal transport, and safe temporary storage to prevent infection transmission and occupational hazards.

Strengthen safe linen and spill management.

Reduce occupational exposure risks through safer work practices.

Promote shared responsibility and reporting of IPC risks.

Enhance competencies in implementing transmission-based precautions

Improve safe practices related to waste management, environmental cleaning, and sterilization

Build capacity for early identification and reporting of infectious risks and outbreaks

Strengthen monitoring, observation, and adherence to IPC standards

Promote a culture of safety and continuous IPC improvement

Scope of Work

The selected consultant will be responsible for the following activities:

Training needs assessment

Conduct needs assessment with the participants to identify their strengths and weak areas to better build their capacities

Training Design

Develop or adapt a simplified, practical IPC curriculum tailored to non-medical hospital staff over 1 day

Develop or adapt a simplified, practical IPC curriculum tailored to medical hospital staff over 2 days

Align training content with international IPC guidance (e.g., WHO) and hospital policies

Customize materials based on staff roles such as cleaners, security, maintenance, administrative staff, and drivers

Training Delivery

Conduct interactive, easy-to-understand IPC training sessions

Use participatory methods, hands-on demonstrations, visual aids, and practical examples

Ensure language and materials are accessible to participants with varying education levels

Training Materials and Tools

Provide user-friendly training materials, posters, and job aids

Provide practical demonstrations and job‑relevant scenarios on hand hygiene, PPE use, cleaning, and waste segregation

All materials must be aligned with WHO, CDC, or MoH national IPC guidelines and approved by RI prior to delivery

Assessment and Evaluation

Conduct pre- and post-training assessments appropriate to participants’ literacy levels

Collect participant feedback to assess training relevance and effectiveness

The consultant must provide a compiled analysis of pre-/post-test results, highlighting competency gaps and suggested follow-up actions

Reporting

Submit a final report summarizing training activities, participant numbers, results, and key recommendations

Quality Assurance

Ensure alignment of all training content with facility IPC focal points.

RI technical team will conduct supervision/observation of the initial training sessions to verify technical accuracy, contextual relevance, and training methodology.

Consultant must integrate feedback from early sessions into subsequent deliveries.

All materials must adhere to recognized IPC standards (WHO/CDC).

Target Participants

Medical teams and non-medical teams (each group separately) of AlAwda hospital and AlKhair hospital

Duration and Location

Training Duration:

The IPC for non-medical team:1-day training- 5 hours

The IPC for medical team: 2 days training- 5 hours per day

Training Location: Al Khair Hospital and Al Awda Hospital training venues

Training Timeline: To be confirmed upon contract award

Roles and Responsibilities

7.1 Relief International

Act as the contracting and hiring entity

Coordinate with hospital management and relevant stakeholders, and ensure coordination with facility IPC focal points to align training plans and ensure facility-specific IPC risks are addressed

Support participant selection and training scheduling

Monitor implementation and approve deliverables

7.2 Consultant

Design and deliver all training activities as outlined in this ToR

Ensure trainers have experience in IPC and adult education for non-clinical audiences

Maintain high standards of training quality, safety, and professionalism

Deliverables

Needs assessment report

Approved IPC training agenda and simplified curriculum

Training materials, posters, and job aids

Attendance sheets for each session

Pre- and post-training assessment results, including percentage of improvement

End-of-assignment report including recommendations for sustained IPC mentoring, follow-up, and supervision of non-medical staff

Required Qualifications and Experience of the Service Provider

Proven experience in conducting IPC or health and safety training for hospital staff (e.g., medical waste management, cleaning/disinfection standards, and environmental hygiene)

Experience working with medical and non-medical or support staff in healthcare settings

Trainers with demonstrated IPC knowledge and strong facilitation skills

Experience in humanitarian or emergency contexts is an advantage

Proposal Submission Requirements

Technical proposal outlining the training approach and methodology

Individual profile and relevant experience

CVs of proposed trainer

Financial proposal (rate per day)

Evaluation Criteria

Proposals will be evaluated based on:

Relevance and practicality of the proposed training approach: 30%

Experience working with medical and non-medical hospital staff: 20%

Qualifications of proposed trainers: 20%

Cost-effectiveness and value for money: 30%

Contracting and Payment

Relief International will contract with the selected service provider. Payment terms and schedules will be defined in the contract and linked to satisfactory completion of deliverables.
