The Subject Matter Expert will support the Chief Minister’s Service Delivery Cell (CMSDC) by driving governance and service delivery reforms across departments. The role focuses on strengthening institutional processes, improving inter-departmental coordination, and ensuring effective implementation of citizen-centric initiatives.
• Analyze existing government schemes, rules, and processes affecting citizen service delivery; identify institutional and operational bottlenecks.
• Design and support implementation of governance reform measures, including workflow re-engineering, process simplification, and digitization initiatives.
• Develop and review government notes, cabinet memos, guidelines, and standard operating procedures related to service delivery improvements.
• Facilitate coordination between departments to ensure alignment with CMSDC priorities and timely implementation of decisions.
• Conduct comparative analysis of governance models and best practices from other states/countries and adapt them to the local context.
• Support the design and enhancement of grievance redressal systems, citizen charters, SLAs, and monitoring frameworks.
• Track implementation progress using data and field feedback; flag risks, propose corrective measures, and prepare status reports for senior leadership.
• Engage with departments, local bodies, and other stakeholders to build ownership of reforms and ensure smooth execution.
