Job Description:
Cortina Solutions is seeking an IMS / EVMS Surveillance Specialist to support the U.S. Coast Guard Offshore Patrol Cutter (OPC) Program Resident Inspection Office (PRO) in Mobile, Alabama. This position provides schedule analysis, Earned Value Management (EVM) surveillance, and production progress assessment support for shipbuilding program oversight activities.
The selected candidate will analyze Integrated Master Schedules (IMS), validate contractor-reported performance metrics, and support program leadership with cost, schedule, and risk visibility across OPC construction efforts.
Responsibilities include:
Conduct surveillance of the shipbuilder’s Integrated Master Schedule (IMS) and Earned Value Management System (EVMS) to ensure compliance with contract requirements and applicable standards
Analyze schedule networks, milestone progress, and production status using critical path methodology and supporting schedule artifacts
Assess contractor compliance with DCMA standards and ANSI-EIA-748 EVMS guidelines
Evaluate schedule changes, risks, and performance trends affecting program cost, schedule, and technical objectives
Support validation of contractor performance reporting including CPR, CFSR, CCDR, and IMS deliverables
Assist with Performance Measurement Baseline (PMB) assessments and Estimate at Completion (EAC) analysis activities
Maintain and update Government planning schedules and physical progress tracking models using MS Project, Primavera, SharePoint, and Power BI
Audit shipbuilder-reported production progress and compare against actual construction status within shipyard facilities and onboard cutters under construction
Support reconciliation of contractor cost and schedule reports to confirm consistency across reporting systems
Prepare reports, trackers, presentations, and briefing materials summarizing schedule health, risks, and performance indicators
Support development and maintenance of program plans including WBS structures, work packages, milestones, and time-phased cost data
Perform analysis of planned versus actual cost and schedule performance across funding documents, work packages, and resource categories
Support identification and evaluation of production impacts associated with engineering change proposals and waiver/deviation requests
Participate in risk identification, mitigation planning, and corrective action recommendation activities
Coordinate schedule inputs across stakeholders and support preparation of status briefings for program leadership
Job Requirements:
Bachelor’s degree in engineering, business, project management, or a related technical field (or additional relevant experience in lieu of degree)
Minimum of five (5) years of experience supporting project management, scheduling, or EVMS analysis within a shipbuilding or defense acquisition environment
Experience analyzing Integrated Master Schedules (IMS) using critical path methodologies
Familiarity with EVMS compliance practices aligned with DCMA standards and ANSI-EIA-748 guidelines
Experience preparing schedule performance analyses, variance assessments, and program status reports
Proficiency using MS Project and/or Primavera scheduling software
Ability to analyze cost, schedule, and performance trends using structured analytical techniques
Strong written and verbal communication skills
Ability to work in an active shipyard environment with moderate walking and movement between facilities
Ability to obtain and maintain a DoD SECRET security clearance
U.S. CITIZENSHIP REQUIRED
Preferred Qualifications:
Experience supporting U.S. Coast Guard or Department of Homeland Security acquisition programs
Earned Value Management certification (EVMP®, EVMD®, or equivalent)
Experience supporting DCMA or DCAA-aligned surveillance activities
Familiarity with MSAM documentation, acquisition program baselines, or production contract milestone tracking
Experience using Power BI for schedule visualization and reporting
Experience supporting ship construction oversight or waterfront production environments
Primary location: Mobile, AL
Travel: Up to 10% travel is anticipated.
