Summary: The IR/Drop Plow/ Customer Service Technician is responsible for timely, neat and efficient installation of both buried and aerial drops to the premises for RTC service offerings. The technician is also responsible for repair of voice, data services, fiber and data circuits such as DSL to new and existing residential and business customers & also completes installation of telephone services and special equipment on customers’ premises. This position defines problems and collects data that would lead to resolution of data problems.

Essential Duties and Responsibilities
Outside Plant Construction
Receive, review, plan and complete construction of OSP facilities based on engineering prints
Document and track sequential from cable (copper and fiber) and submit material charge out sheet with as built print
Document and track any poles or pedestals set and submit a material charge out sheet with as built print
Red line as built print, check off all units and document any necessary changes
Outside Plant Maintenance
Support IR when necessary, on cable troubles turned in daily from Customer Service Technicians or Test Desk.
Locate buried plant facilities as required.

Other Duties
The essential functions include, but are not limited to the following:
 Splice both copper and fiber facilities as required.
 Work aloft in bucket truck, on pole climbers, extension ladders or work on aerial crew. Choice of bucket use, pole climbers or extension ladders is performed at the employee’s choice as long as can be safely performed. Equipment is assigned accordingly.
 Operate ditch witch and cable plow specific to site construction requirements
 Assist Customer Service Technicians with installs/troubles as needed.
 Assist IR/CST Manager as required.
 Serve as emergency call-out staff as required.
 Other duties may be assigned as dictated by the needs of the company.
 Work with contractors and communicate any concerns with contractor work to I&R/CST Manager
● Reads and interprets customer service orders, repair tickets, technical (i.e., mechanical, electrical,
digital) drawings, maps blueprints, diagrams, etc. and perform specified work. Includes POTS, HSI, jack
work, inside wiring, etc.
● Installs, troubleshoots, and repairs voice, fiber data and network service in compliance
with all applicable industry and company standards.
● Tests cabling in outside plant & I&R; customers premises using provided test equipment to determine total
line quality to customer’s facilities.
● Records test readings in RTC record; leaves customer information packets on the battery backup on fiber
install and battery replacements. 
● Configures network wiring for service orders in remotes as required.
● Installs inside wiring of customer premises as requested by the customer.
● Installs, configures, and troubleshoots managed Wi-Fi services.
● Determines type and quantity of equipment to be installed.
● Maintains accurate information on all service orders and trouble tickets for plant and billing records,
lease agreements and recording all serialized equipment. 
● Informs Customer Support Tech/Dispatch; Assignment Specialist and Customer Service employee that
started the order of any problems or delays in performing installation or clearing troubles.
● Completes Irregular Plant Sheets and email a copy to the Engineering Group, copy I&R/Customer
Service Technician Manager and Director of Operations of any plant irregularities or assignment

problems.
● Demonstrates mastery of color codes for telephone cables.
● Provides customers with information and recommendations on additional features or services.
● Works with computer operating systems to install and/or repair home and/or business standard HSI or
networking products. Performs software upgrades as needed
● Works in and around Network Operation Centers, communication rooms, cable raceways and
is familiar with Professional Services products (ex. switches, routers, AP’s and Hosted Services)
● Continually learn as the wireless/ IP products evolve and become familiar with the installation and
operation of products (ex. AP’s, mesh systems, camera’s)
● Performs cable repair and construction work as required, to include connecting wires and cables to
terminals and attach/detach various kinds of hardware to wires, cables, buildings and poles.

Maintain a clean workstation and clean, well-stocked truck.
Maintain and perform routine maintenance on OSP equipment.
Follow all Safety rules and guidelines.
Maintains strict confidentiality when encountering any information regarding other employees or customers

Supervisory Responsibilities:
This position has no supervisory responsibilities.

Education and/or Experience:
Two years of related telecommunications construction experience and/or training; two years of installation experience or equivalent
combination of education and experience. Other Training or Experience:
Formal training/certificate in Telephony theory, principles and practice.
Basic Electricity, Grounding and Bonding
Splicing/Color Code theory of both copper and fiber optic cables
Expertise in meters such as TDR (Time Domain Reflectometer), OTDR (Optical TDR), Ohm meter, Volt meter, Fault locator meter and
Fiber Optic fusion splicer

Certificates, Licenses, Registrations:
Valid Driver’s License
Flagging Certification
Confined Space Certification
Forklift Certification

move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception and ability to adjust focus.

Uses hand tools, power tools (air and electric), and specialty tools, including electric and electronic measuring
