A Human Services Manager job is available with the City of Fort Worth Neighborhood Services Department. The Neighborhood Services Department strengthens families and neighborhoods through social services, community development and affordable housing programs. Neighborhood Services consolidates services and programs that focus on building better neighborhoods and improving quality of life for residents. The Department encompasses housing affordability, housing rehabilitation, administration of state and federally funded programs, and community economic development programs.

The Human Services Manager will oversee the implementation of the CAP program, including but not limited to the CSBG (Community Services Block Grant), CEAP (Comprehensive Energy Assistance Program), Veterans funding, CAP (Community Action Partners) Advisory Council, case management and emergency services for community members. This position will implement state and federal programs and grants and coordinate these programs through budgeting, purchasing, contracting, and providing reports and data. The primary duty will be to ensure the grant obligations are met and the community needs are addressed.

Minimum Qualifications:

• Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, political science, sociology, psychology, social work or a related field

• Five (5) years of increasing responsible social welfare or community agency experience, including two (2) years of administrative and supervisory responsibility

Preferred Qualifications:

• Experience and knowledge of Community Action Partners, specifically CSBG and CEAP

• Experience managing high-volume customer communications and professionally resolving difficult or escalated customer concerns via phone and email

• Experience coordinating and managing programs or projects to ensure timely and effective completion

• Experience overseeing an advisory or other council comprised of elected members from the community

The job responsibilities include:

• Managing federally grant-funded programs, including meeting outputs/outcomes and reporting.

• Overseeing the planning, coordination, and implementation of in-person and virtual outreach events, including location selection, partner agency coordination, advertising efforts, and staffing coverage.

• Working in Neighborly or other client-related software.

• Analyzing issues, exercising sound judgement, and resolving problems in a timely and effective manner.

• Providing leadership and supervision to staff at multiple levels to ensure achievement of program and departmental goals, including oversight of work products, staff development, performance management, and participation in hiring and disciplinary processes.

• Developing and tracking metrics and key performance indicators, for data analysis on grants and projects.

• Working with community agencies and other community members.

• Drafting of documents such as Mayor and Council communications (M&C), Policy Organizing work projects within a team environment.

Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, walking and repetitive motions.

Physical Demand

Light Work – Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
