Position Summary: 

The Human Resources Manager is responsible for managing core human resources responsibilities while overseeing daily office operations. This position ensures a productive, organized workplace and supports employee lifecycle processes including recruitment, onboarding, compliance, and employee relations.

 

Key Responsibilities: 

Foster a positive and inclusive company culture that encourages employee engagement and productivity; lead by example, modeling the company's values and expectations for behavior.

Provides support and guidance to department managers, senior management team, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, and terminations.

Ensure that the company is in compliance with all federal and state employment laws and regulations.

Manage full-cycle recruitment (job postings, interviews, hiring)

Coordinate onboarding and offboarding processes

Maintain employee records and HR systems

Administer compensation, benefits, and payroll coordination

Ensure compliance with labor laws and company policies

Handle employee relations, conflict resolution, and performance support

Develop and implement HR policies and procedures

Support training, development, and employee engagement initiatives

Oversee daily office operations and administrative functions

Manage office supplies, vendors, and facilities maintenance

Coordinate office events, meetings, and internal communications

Maintain filing systems, records, and documentation

Ensure a safe, clean, and efficient work environment

Support leadership with scheduling, reporting, and operational tasks

All other duties relating to Human Resources and/or office operations.

 

Qualifications:

Bachelor’s degree in Human resources, Business Administration, or related field (or equivalent experience)

3–5+ years of experience in HR and/or office management

Strong knowledge of HR practices and employment laws

Excellent organizational and multitasking skills

Strong interpersonal and communication abilities

Proficiency in HR software and Microsoft Office (or Google Workspace)

Ability to handle sensitive information, discrete with high standard of integrity.

Valid California driver’s license and insurance and ability to drive oneself on all roads & weather conditions.

Need to provide clean DMV driving record.

 

Preferred experience & traits:

Knowledge of Federal and California State employment related laws and regulations.

Ability to handle all HR data and information in a confidential manner.

Proficient in Microsoft Office Suite skills, including Outlook, Word, Excel, Power Point.

Knowledge of Human Resources Information Systems i.e., Bamboo HR is preferred.

Excellent communication and interpersonal skills with staff and other professional consultants such as insurance companies, medical offices, attorneys, state contract representatives.

Requires organizational and time management skills with a proven ability to consistently meet deadlines.

Critical thinking, attention to detail, flexibility to adjust to rapidly changing environment and priorities are required.

Must be self-directed yet work as part of a diverse multidisciplinary team that is customer service driven.

Location:

This position is reporting to the Sacramento office. Requirement will be to travel to Chico office at least monthly. Occasional travel to Redding office may occur. 

Schedule:

Full time, 40 hours per week, from Monday through Friday from 8am to 5pm with an hour for lunch. No weekend work.

Salary:

This position is an exempt role with an annual salary of $70,304 - $83,200.

Benefits

You will be reimbursed for the mileage you travel in your own vehicle from the office to participant’s homes.

Access to company owned vehicles to client visits.

You will receive a monthly phone stipend.

On the first of the month following 2 months of employment, you will be eligible for health insurance, dental insurance, vision insurance, life insurance, long term disability insurance as well as Flexible Spending Account (FSA).

We offer 401(k) matching up to 4% after 1 year of employment and 1,000 hours worked.

Leave accrues starting on your first day of employment, and you can take paid vacation, bereavement, sick and holiday leave after 90 days.
