JOB OVERVIEW
The Human Resources consultant 2 works collaboratively with the Chief Human Resources Officer to carry out a variety of routine and complex duties. Duties span across the full spectrum of human resources activities, including recruitment, benefits administration and employee relations. This position interfaces with individuals at all levels within the organization and supports the Human Resources department with day-to-day operations.
ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES
Provides direct project and administrative support to the Chief Human Resources Officer.
Administers full cycle recruitment.
Assists Chief Human Resources Officer with union negotiations and labor relation issues.
Ensure consistent interpretation and application of Collective Bargaining Agreements and Agency policies.
Strong written and verbal communication skills to explain complex HR processes and policies clearly to both technical and non-technical audiences.
Maintain confidentiality of sensitive data, documents and files.
Preparation of job announcements and managing advertisements on various sources.
Assures compliance with relevant state and federal employment laws and regulations.
Support department-wide strategies to address performance or disciplinary issues.
Maintains benefits and runs yearly open enrollment benefit program.
Clear understanding of FMLA, PFML, and Reasonable Accommodation, with responsibility for maintaining all required documentation and records.
Prepares reports and correspondence using Microsoft Office Suite and BambooHR.
Attend varied Human Resource meetings and take detailed notes.
Knowledge of federal and state labor laws.
Operates with high standards of excellence and integrity.
Provide guidance that integrates fairness, compassion, and supports the Agency’s diversity, equity and inclusion efforts.
Performs other duties as assigned.

EDUCATION AND EXPERIENCE:
Bachelor's Degree in Business Administration, Human Resources Management, or related field required and a minimum of two years’ experience in human resources management.
Experience and responsibility for recruitment and selection, employee relations, benefits administration
Experience in public sector setting preferred.
WORKING CONDITIONS
This position requires an ability to perform office functions in a hybrid work model, which includes working two days per work week in a designated Agency office and the remainder of the week in a designated home office. Work is performed indoors in an office environment, usually weekdays between the hours of 8:00 AM and 5:00 PM.
Travel is required within Lewis, Mason and Thurston counties and occasionally to other parts of the state.
