Type: 1099 Contract | Part-Time, Hourly | Remote
Pay: $28–$35/hour
Hours: 15–30 hours per week
Location: Remote (Atlanta-area preferred)
Reports to: HR Practice Lead
Job Summary
Level Workforce is seeking an experienced Recruiting and HR Manager to support both internal operations and client-facing HR initiatives. This role has a strong emphasis on HR leadership, people management, and strategic recruiting, serving as a trusted advisor to clients and internal stakeholders.
The ideal candidate brings hands-on experience managing core HR functions, leading HR initiatives, advising leadership teams, and owning full-cycle recruiting efforts. This role goes beyond execution — it requires strategic thinking, decision-making, and leadership, with accountability for HR programs, compliance, talent strategy, and operational excellence.

Core Responsibilities
HR Leadership & Management
Serve as an HR Manager and strategic advisor to clients and internal teams, providing guidance on HR best practices, workforce planning, and people strategy.
Lead and manage core HR functions including employee relations, performance management, policy development, and compliance.
Advise leadership on organizational structure, role design, compensation strategy, and talent retention.
Develop, implement, and improve HR processes, SOPs, and scalable systems for growing organizations.
Ensure compliance with federal, state, and local employment laws and regulations.
Handle sensitive employee relations matters with professionalism, discretion, and sound judgment.
Support managers with coaching, performance issues, documentation, and corrective action planning.
Oversee onboarding frameworks, employee lifecycle processes, and offboarding best practices.
Talent Acquisition & Recruiting Leadership
Own and lead full-cycle recruiting for specialized and leadership-level roles across multiple industries.
Partner with clients to define hiring strategy, role requirements, and realistic hiring timelines.
Develop and execute proactive sourcing strategies to attract high-quality, long-term candidates.
Evaluate candidates for technical qualifications, cultural alignment, and leadership potential.
Conduct interviews, reference checks, and candidate assessments.
Present well-vetted candidate shortlists with strategic recommendations.
Guide clients through offer strategy, negotiations, and hiring decisions.
Ensure smooth handoff from recruitment to onboarding and long-term success.
Client Partnership & Consulting
Act as a trusted HR and talent partner to clients, understanding their business goals and operational challenges.
Provide clear, confident HR guidance that balances compliance, culture, and business needs.
Build long-term relationships with clients through consistent communication, transparency, and results.
Identify opportunities to expand HR support, improve processes, and add value across engagements.
Qualifications
5+ years of progressive experience in HR management, people leadership, or HR consulting.
Demonstrated experience leading HR functions (not just supporting them).
Strong background in full-cycle recruiting, including professional and leadership-level roles.
Experience advising managers and executives on HR and talent-related decisions.
Working knowledge of employment laws, HR compliance, and best practices.
Strong communication, organization, and stakeholder management skills.
Ability to work independently in a remote, contract-based environment.
HR certification (SHRM-CP/SHRM-SCP, PHR/SPHR) preferred but not required.
