The Homelessness Prevention Administration (HPA) works to keep New Yorkers in their homes. HPA works with the Department of Homeless Services (DHS), the NYC Housing Authority (NYCHA) and many other organizations and City agencies to assist families and individuals in need in obtaining and maintaining stable, affordable housing. The Office of Civil Justice (OCJ) sits within HPA and consolidates the City’s various legal services programs at DSS/HRA and will work to increase the availability of legal services citywide. To do this, the Office coordinates with legal services providers; the court system; the advocacy community; elected officials City officials inside and outside of HRA/DSS; policy makers; households in need; and other key stakeholders.

The Office of Civil Justice is seeking a Housing Court Coordinator to support the Office's efforts in providing universal access to anti-eviction legal services. The Housing Court Coordinator will be stationed at 89-17 Sutphin Blvd, Queens, NY but may be called upon to supervise a team of Housing Court Liaisons at other Housing Court locations. The Housing Court Coordinator will supervise the day-to-day activity of the Office of Civil Justice Housing Court operation/s, which will include, but is not limited to ensuring adherence to established operational policies and procedures, liaising with key stakeholders to ensure timely delivery of legal services, as well as contributing to the design, implementation, and evaluation of HRA's housing legal services court-based programs.

The ideal candidate should have an understanding of and interest in housing legal services in New York City, including anti-eviction legal services, anti-harassment and tenant protection legal services, and experience with the housing justice system, including but not limited to professional experience in the housing court system.

The Office of Civil Justice (OCJ) is recruiting for one (1) Principal Administrative Associate (PAA) III to function as a Housing Court Coordinator, who will:

- Supervise, support and monitor the daily activities of subordinate staff, ensuring that the Office of Civil Justice Housing Court operations are performed in accordance with established policies and procedures that govern the process. Identify areas of improvement in workflow, operations and reporting to enhance the overall efficiency of the operation, make recommendations to division senior management.

- Serve as a liaison to stakeholders, including but not limited to contracted legal services providers and housing court administration by ensuring provider shift coverage, answering time-sensitive questions about programmatic procedures and program eligibility criteria, as well as responding and/or reporting to senior management any immediate concerns/court cases that arise in effort to quickly resolve and ensure the timely delivery of legal services.

- Evaluate and monitor the universal access to legal services housing court operations. Manage relationships with external contacts and coordinate interagency efforts to execute the initiative, deliver messaging regarding the program and eligibility criteria. Present to management (written and verbal) recommendations regarding processes and/or methods that could be implemented to enhance coordination and the delivery of legal services.

- Perform data gathering and analysis, prepare and/or disseminate daily spreadsheets, calendars, and/or legal services management/performance reports. Draft reports and written operational policies, procedures and forms. Coordinate and/or facilitate trainings and informational sessions for Housing Court Liaisons and/or stakeholders regarding policies, procedures, and/or program operations.

- Coordinate, participate and/or represent the Office of Civil Justice at meetings with stakeholders and follow-up on critical issues discussed.

- Supervise, coordinate and/or participate in special projects as assigned.

Hours: 9 am – 5 pm

PRINCIPAL ADMINISTRATIVE ASSOC - 10124

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
