POSITION SUMMARY:
Mackin Engineers & Consultants is seeking a strategic and experienced Manager – Highway & Traffic Engineering to lead the planning, design, and delivery of transportation projects across our service regions. This role will be responsible for guiding highway and traffic engineering efforts from early concept development through final design and construction support.

You will mentor engineering staff, work closely with multidisciplinary teams, support business development efforts, and serve as a trusted partner to our clients. From project strategy to final deliverables, you will play a key role in shaping infrastructure solutions that move communities forward.

What You’ll Do:
Lead the design and development of highway and traffic engineering plans, specifications, and cost estimates
Oversee preparation of construction plans, right-of-way plans, erosion and sediment pollution control, stormwater management, signing, pavement marking, highway lighting, and maintenance and protection of traffic plans
Direct project planning, scheduling, staffing, and coordination for multiple active projects
Review engineering calculations, plans, and estimates to ensure accuracy, completeness, and compliance with applicable standards
Mentor, guide, and review the work of highway and traffic engineering staff
Communicate clearly and proactively with clients regarding project scope, schedule, and progress
Support business development efforts, including preparation of Statements of Interest (SOIs), Letters of Interest, and technical and cost proposals
Conduct periodic field visits to monitor construction progress and verify conformance with design documents and safety standards
Identify potential project risks and advise leadership on impacts to budget, schedule, or client relationships
Contribute to a collaborative team culture and continuously look for ways to improve processes and project outcomes
What We Are Looking For:
Strong knowledge of highway and traffic engineering principles, standards, and design practices
Experience leading multidisciplinary transportation projects from concept through construction
Ability to review and apply agency standards, including PennDOT design and construction publications
Experience with engineering software such as MicroStation and InRoads
Familiarity with PennDOT ECMS and PPCC systems
Working knowledge of Deltek Ajera and Microsoft Office Suite
Proven leadership skills with the ability to mentor and develop team members
Strong communication skills and ability to build positive client relationships
Strategic thinking and problem-solving skills to deliver innovative transportation solutions
Education and Experience:
Bachelor’s degree in Civil Engineering or related discipline
Professional Engineer (PE) license required
Minimum of 10+ years of highway and/or traffic engineering experience
Experience managing projects and supporting business development initiatives preferred
