PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
JOB SUMMARY
The Health and Safety Planner is responsible for supporting the development, coordination, and implementation of PACT’s health and safety programs across all sub-programs. This role is essential in ensuring that all work is performed in compliance with regulatory and GTAA requirements, PACT governance, and industry best practices, while promoting a strong safety culture within a live airport construction environment. This role also ensures an efficient and collaborative culture while working cross-functionally with GTAA and the Environmental team.
RESPONSIBILITIES
Develop, update, and maintain project‑specific Health and Safety Plans (HSPs) and Safe Work Procedures.
Participate in pre‑construction planning to identify hazards, assess risks, and recommend mitigation strategies.
Coordinate Job Hazard Analyses (JHAs) and ensure they are completed and communicated before work begins.
Support the integration of safety requirements into project schedules, logistics plans, and procurement activities.
Ensure all safety plans and practices comply with local, provincial/state, and federal regulations (e.g., OHSA, OSHA, WSIB requirements).
Maintain up‑to‑date knowledge of legislative changes and communicate updates to project teams.
Assist with preparing documentation for audits, inspections, and regulatory submissions.
Support the delivery of safety orientations, toolbox talks, and specialized training sessions.
Develop clear, accessible safety communications, including bulletins, alerts, and project‑specific guidelines.
Collaborate with site supervisors and project managers to reinforce safety expectations and best practices.
Track safety performance metrics, including incident rates, inspection findings, and corrective actions.
Assist with incident investigations by gathering information, preparing reports, and identifying root causes.
Monitor the implementation of corrective and preventive actions to ensure timely closure.
Conduct periodic site visits to observe work practices, verify compliance, and support field teams.
Participate in safety meetings, coordination sessions, and project reviews.
Work closely with subcontractors to ensure alignment with company safety standards and project requirements.
WORKING CONDITIONS
The position will be based at our office in Mississauga, Ontario, with regular visits to the Airport site as required. This position is 5 days per week with core hours of work between approximately 8:00am-5:00pm with 1 hour lunch or as agreed upon with your manager. All employees must complete a RAIC and Criminal background check upon joining the company.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
Diploma or degree in Occupational Health and Safety, Environmental Health, Construction Management, or related field.
5+ years of experience in construction safety or safety planning for infrastructure and/or aviation projects.
Strong knowledge of construction staging, access management, and safety procedures in live environments.
Strong understanding of construction processes, hazards, and control measures.
Effective communication skills, both written and verbal.
Ability to interpret and apply safety legislation and industry standards.
Proficiency with safety management software and Microsoft Office tools.
Strong problem‑solving skills and the ability to work collaboratively with diverse teams.
Familiarity with GTAA or other major airport procedures is considered an asset.
Valid driver’s license and eligibility for RAIC clearance required.
