Head of Multi-Jurisdictional Crypto Card Operations (Project Eagle)
Architect and lead the operational infrastructure for Project Eagle - Altery's global non-custodial crypto card initiative spanning multiple jurisdictions. This role combines strategic operational design with hands-on execution, building the framework that enables controlled scaling across countries while maintaining regulatory compliance, partner coordination, and operational integrity.
Core Responsibilities
1. Operational Architecture & System Design for Project Eagle
Design the end-to-end operational model for multi-jurisdictional crypto card issuance
Define entity structure, responsibilities, and operational boundaries between Altery entities and external partners (TON Foundation, Telegram, Wallet, card schemes)
Establish governance frameworks that structure existing regulatory, legal, and compliance requirements into a clear and scalable operating model across jurisdictions
Ensure local partners are prepared, aligned, and capable before launch
Manage operational complexities of each market to prevent communication breakdowns and operational surprises during expansion
Work with legal and compliance teams to operationalise regulatory requirements into executable processes
2. Entity & Partner Coordination for Project Eagle
Define clear operational boundaries: which entity does what, where money flows, where risk and liability sit
Coordinate between Altery EU (BIN Sponsor), Altery Connect NL (Program Manager), and external partners across USA, Latam, CIS, Africa
Ensure legal agreements translate into clear operational processes that tech, legal, and operations teams execute from
Maintain operational documentation that reflects the actual legal and financial structure
Keep documentation audit-ready across all jurisdictions
What You're NOT
Not a Project Manager, but you need to be ready to organise yourself and your team who report to you.
Not a Commercial/Financial Ops Manager (that's a separate role handling financial modelling, unit economics, and product profitability - you focus on operational execution and business \ regulatory infrastructure)
After 3 months, I expect youto understand (But May Not Execute Directly)
Regulatory operations: entity structures, licensing requirements, regulatory reporting
Legal agreements: understanding contracts, liability allocation, indemnification structures
Financial flows: where money moves, settlement mechanisms, liquidity management
Technical architecture: enough to bridge between engineering and operations
Compliance tooling: KYC/KYT systems, transaction monitoring, sanctions screening platforms
Key Relationships
Internal: Reports to: Group Crypto Director (Nail Khusnullin)
Internal: Close collaboration with: Group Compliance, Altery EU COO, Altery Connect NL & SV leadership, Group IT/Product teams
External: TON Foundation, Telegram, Wallet partnership teams
External: Card scheme relationship managers (Mastercard, if needed for Project Eagle)
External: Local partners, banks, and service providers in each jurisdiction (in USA, Latam, CIS, Africa)
External: Local regulators (El Salvador DASP)
Success Metrics
Project Eagle successfully launched with zero major operational incidents
Team and partners can answer "who does what" questions instantly
Partner escalations were resolved efficiently with minimal executive involvement
Operational documentation is maintained at an audit-ready standard
Regulatory inspections/audits in El Salvador passed without operational findings
