IDEALFORCE has a CONTRACT position available immediately for a Governance Program Manager to join our customer in Phoenix AZ. This is an ONSITE position.This position will assist and work in cooperation with the organization's Enterprise Architecture group to identify, develop, and modify policies, standards and procedures (PSP) for the Agency in line with the Statewide PSPs. The candidate will analyze statewide policies, ascertain relevance and translate these into a proposed Agency policies framework. After the framework is reviewed and approved, the candidate will develop Agency policies and standards. This will be followed by developing procedures and subsequently, processes for implementation and monitoring with appropriate documentation including definition of roles and responsibilities. The PSPs have to comply with State government statutes and be audit worthy for compliance, completeness, clarity, currency, enforceability and shareability across other state agencies. The successful candidate will have prior experience specifically in the field of IT PSPs in large organizations including sound and proven experience in at least one of the disciplines like COBIT, ITIL, NIST, ISO etc. The candidate's skills will comprise of a combination of technical analyst, policy developer, and communication specialist.

•Interfacing with management and staff to determine appropriate policy and standards requirements
•Performing research, review audit reports, gap analysis, determining relevance, requirements and translating collected requirements into an overall policy framework and subsequent Agency policy documents
•Development of all subsequent agency standards in support of policy framework based on agency needs and business practices
•Interfacing with staff to develop procedural documents to communicate, implement and maintain developed agency-wide policies
•Developing technical standards and workflows including procedures for policy development and maintenance
•Developing policy program communiques
•Developing outreach programs based on Agency PSPs to facilitate dialog and PSP formulation for other agencies
•10 years of IT experience of which 3 years of proven experience developing IT PSPs along with related documentation and communiques
•Associate's Degree in Information Technology, or other relevant field
•Strong oral and written communication and interpersonal skills including leading discussions
•Must be well versed and experienced in at least one of the following disciplines; COBIT, ITIL, NIST, ISO etc.
Preferred Skills/Experience
• 2-3 years' experience with MS Windows operating systems
• Technical writing experience
•Strong knowledge of NIST Federal Information Processing Standards (FIPS), SAS 70/SSAE16 standards.
•Demonstrated original work in the area of PSPs
•Experience in State government
•Experience in Quality Assurance and Risk Management
•Ability to influence and gain acceptance
•Crowd sourcing and collaboration platform experience
