PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.
The GIS Manager provides strategic leadership for the program’s Geographic Information Systems and spatial data governance. This role is responsible for overseeing the GIS strategy, managing a technical team, and ensuring that GIS systems are fully integrated with project functions and support other program management activities. You will serve as the primary spatial advisor to program leadership, ensuring that all geospatial deliverables meet international standards and effectively mitigate risks related to the airport’s complex underground and surface infrastructure.
Responsibilities
Lead the GIS strategy and spatial data governance for the $6–7B GTAA Accelerator Program.
Manage a team of GIS Analysts and technicians, ensuring consistent data quality across all sub-programs (AEC, II, GHG, Priority Projects).
Oversee the integration of GIS with other program systems and platform data sets.
Coordinate with JV partners and GTAA stakeholders to ensure GIS deliverables meet ISO-compliant, program-specific standards, and client expectations.
Support development and manage the program-wide GIS budget, including software licensing and specialized field hardware if necessary with the wider technical and IT team.
Qualifications
Bachelor’s degree in GIS, Geomatics, Computer Science, or a related field; GISP certification is preferred.
Extensive experience (8+ years) in GIS leadership roles within large infrastructure or construction joint ventures preferred.
Demonstrated experience managing GIS for complex brownfield projects with significant utility and operational constraints.
Expertise in the Esri technology stack and experience implementing Digital Twin or BIM-GIS integrations.
Strategic mindset with the ability to align digital delivery goals with commercial and project control requirements.
Strong leadership and stakeholder management abilities, capable of navigating a multi-partner General Partnership environment.
The position will be based at our offices in Mississauga, Ontario, with regular visits to the site offices as required. This position is 5 days per week in office or at site and all employees must complete a RAIC and Criminal background check.
