JOB DESCRIPTION

Summary:
The Asphalt Division General Manager oversees all asphalt operations, ensuring effective coordination, collaboration, and alignment between office and field personnel. This role is responsible for managing the operations of all asphalt milling crews, including safety compliance, quality control, logistics, equipment selection, and personnel management. The General Manager establishes operational goals and key performance indicators manages budgets and staffing levels, negotiates asphalt material purchases, and develops strategic partnerships with clients, vendors, and industry networks to support business growth and operational efficiency.

Duties and Responsibilities: 

•    Develop and implement strategies to improve plant efficiency, safety, and operational performance, 
•    Provide leadership and direction to Superintendents and Foremen on key division activities including asphalt spreading, rolling, tamping and patching on highways, streets, parking lots and driveways, 
•    Support growth strategies, new business development, and partnership opportunities, 
•    Establish and implement operational goals, objectives, and key performance indicators (KPIs) aligned with company strategy, 
•    Manage and optimize the allocation of personnel, technology, and equipment to maximize operational efficiency, 
•    Promote a culture of continuous improvement and operational excellence throughout the division, 
•    Ensure compliance with company policies, environment regulations, and safety standards including OSHA, DDOT, VDOT and MDSHA, 
•    Collaborate with Superintendents and Foremen to calculate trucking requirements needed to transport asphalt from the plant to the job site, 
•    Identify and implement operational improvements, sustainability initiatives and efficiency projects, 
•    Oversee and manage multiple project schedules simultaneously, 
•    Apply knowledge of pavement maintenance, repair, rehabilitation, and replacement methods and procedures, 
•    Negotiate and manage the purchase of asphalt and related materials to maintain production and control cost, 
•    Perform short- and long-term forecasting of raw materials and fished inventory, 
•    Visit job sites to monitor progress and ensure projects remain on schedule and within production targets, 
•    Lead and enforce toolbox talks and safety meetings to maintain strong field safety practices, 
•    Ensure operational division and financial goals are met, including safety, production output, quality and profitability, 
•    Analyze performance metrics to identify best practices, performance gaps, and corrective actions, 
•    Conduct pre-project and ongoing job site inspections to identify hazards and ensure safety compliance,
•    Recommend improvements to production methods, equipment utilization, product quality and crew performance, 
•    Utilize knowledge of soil mechanics, material properties, testing procedures and evaluation methods, 
•    Monitor labor cost, staffing levels, and productivity to support production and delivery schedules, 
•    Maintain time and material records necessary for accurate daily job costing, 
•    Ensure Superintendents and Foremen implement plans that prioritize the safety of crew members and the public, 
•    Coordinate and oversee special projects, assist with scope development, and manage vendors, 
•    Implement cost-saving measures by expanding in-house capabilities and reducing operational expenses, 
•    Recruit, develop and retain top talent within the division, 
•    Promote coaching, mentoring, and performance management for area managers, plant supervisors, and field leaders, 
•    Provide regular updates and feedback to Project Managers and Executive Management regarding project performance, 
•    Ensure projects are scheduled to achieve maximum production efficiency and optimal workflow, 
•    Improve process flow efficiency across operations, 
•    Ensure the division delivers the highest quality product at the lowest possible cost, 
•    Minimize cost overruns and operational waste, 
•    Stay informed of industry trends and changes to maintain competitive advantages and support company strategy, 
•    Foster teamwork accountability, and communication between office and field personnel to eliminate silos, 
•    Assist the estimating department with bidding and project estimating when needed, 
•    Lead and facilitate asphalt operational and planning meetings, 
•    Resolve complex operational issues and conflicts effectively, 
•    Perform other related duties as assigned. 

Job Requirements:

•    15 to 20 years' experience with a minimum of 5 years in management and 10 years in the asphalt industry
•    Proven ability to manage budgets, labor and understand P&L performance, 
•    Experience managing multiple Superintendents, Foremen and crews on large-scaled paving projects,
•    Demonstrated experience in vendor negotiations and purchasing,
•    Superior leadership skills,
•    Strong written and verbal communication skills,
•    Excellent project management and problem-solving skills,
•    High School Diploma, GED or equivalent experience required; 
•    Bachelor's degree in Construction Management preferred,
•    Valid driver’s license,
•    Work may require alternate hours based on client/contract needs – nights, weekends, etc. 
•    Proficiency in Microsoft Excel and Word.
•    Must be able to successfully pass a background and drug & alcohol screening.

Note: This is an on-site position and requires the ability to work in the office during standard business hours. Remote or hybrid arrangements are not available for this role.

Note: This position is considered Safety-Sensitive, and therefore subject to various schedule and unscheduled screenings for controlled substances.
