General and Operations Manager (Program Manager), Senior

We are seeking a Senior Program Manager to support a Department of the Navy (DoN) customer at Patuxent River, MD. The Program Manager will serve as the overall lead, manager, and administrator for the contracted effort, overseeing operations across multiple departments or locations. This role requires a strategic leader experienced in managing diverse teams, ensuring contract compliance, and overseeing program execution to meet mission and organizational goals.

Responsibilities:

• Serve as the primary interface with the Government COR and other key stakeholders.
• Lead overall program operations, ensuring alignment with contract requirements and mission objectives.
• Oversee program planning, resource allocation, and performance monitoring across multiple projects.
• Manage subordinate supervisors and ensure consistent operational and project execution.
• Identify and implement policies, processes, and strategies to improve efficiency and quality of service.
• Ensure compliance with contract requirements, DoD processes, and quality assurance standards.
• Support acquisition planning, systems integration, and financial tracking initiatives.
• Provide mentoring, guidance, and training to project and technical personnel.

Requirements:
• Active Top Secret Security Clearance is required.

• Minimum of 10 years of professional experience, including at least 7 years supervising large and diverse teams.
• Demonstrated experience supporting program systems, systems engineering, major system acquisitions, and financial systems/processes within the DoD.
• Master’s degree in Engineering, Technical, Business, or Computer Science/IT discipline.

Preferred Qualifications:

• PMP or DAWIA Program Management Level III certification.
• Experience managing Navy or Naval Aviation programs.
• Strong leadership, communication, and stakeholder engagement skills.

Salary at RMC is determined by various factors, including but not limited to location, a candidate's specific combination of education, knowledge, skills, competencies, and experience, as well as contract-specific requirements. The current salary range for this position will be $150,000 to $180,000 (annually).
