JOB SUMMARY

This is a technical and professional position within the Public Works Department focused on the strategic lifecycle management and procurement of municipal assets. This position is responsible for assisting the Fleet Manager in overseeing the composition, acquisition, and performance of the City's fleet vehicles and heavy equipment. 

The individual in this position will focus on maximizing asset uptime, managing vendor contracts, and ensuring the cost-effective replenishment of the fleet. The individual in this position must exercise discretion and independent judgement in performing the professional activities outlined below. 

ESSENTIAL JOB DUTIES

Leads Fleet crew in the absence of the Fleet Manager.

Assist with coordinating, scheduling, and auditing vehicle maintenance repairs to include preventative, mechanical and electrical repairs in the Fleet Manager's absence. 

Assist with facilitating the repair, maintenance and use of all vehicles, tools, and equipment necessary to perform work related tasks in the Fleet Manager's absence.

Create vehicle purchase specifications and purchase vehicles for all city departments.

Establish and monitor purchasing, operations, and replacement strategies and practices for most cost-effective operations.

Assures that all work performed by the crew is done in accordance with OSHA safety standards and those established by the City.

Oversees the requisitions of repair equipment and supplies needed to perform required repairs. 

Investigates complaints and inquiries regarding the maintenance and construction of the city's fleet management system.

Serves as the primary contact concerning the vehicle fleet in the Fleet Manager's absence.

Wear and properly use safety equipment including personal protection equipment and gas detection equipment when needed.

Develops and administers vehicle/equipment asset management process from procurement to disposition.

Develop and implement training modules for vehicle and equipment use and care. 

Oversee the on campus fueling stations. Reducing the fleet's carbon footprint and environmental impact.

Ensure unit compliance with all local, state and federal laws and regulations related to vehicle repair shop operations and vehicle and mobile equipment use and care.

Assists in evaluating division performance.

Assists with in-service training and development of other employees and promote safety and improvement of work procedures and methods.

Is available for emergency and unscheduled work assignments and directs employees to arrange for their completion, including snow removal, ice control, and other tasks as assigned.

REQUIRED KNOWLEDGE & SKILLS

Knowledge of the principles and practices of fleet management systems.

Knowledge of the operation and repair of equipment used by the Public Works Department.

Knowledge of the ordinances, rules, and policies related to the city's fleet management system.

Budgetary experience, negotiating skills.

Experience in price, spec, and purchase of vehicles. Ability to understand and track total cost of ownership.

Ability to help establish goals and effective methods to reach them.

Knowledge of occupational hazards, confined space regulations, city safety policies and the necessary safety precautions to assure the safety of all employees. 

Ability to prepare clear and concise oral and written reports.

Ability to plan, direct, coordinate and control the activities of the subordinate personnel.

Ability to establish and maintain effective working relationships with fellow employees, other departments, contractors, and the general public.

Experience in creating and establishing fleet policies and procedures, from vehicle assignment to replacement cycling from use to accident reporting. 

Proficiency in data-driven inventory control and lifecycle analysis to optimize shop stock levels and reduce carrying costs.

Knowledge of Microsoft Suite.

Attention to detail, analytical thinking, and problem-solving skills, and the ability to handle multiple tasks and prioritize effectively.

Excellent communication, interpersonal, and organizational skills, and the ability to work independently and as part of a team.

ESSENTIAL FUNCTIONS & PHYSICAL ABILITIES

Physical ability to traverse variable terrain conditions not accessible by vehicle including but not limited to steep slopes, un-level grades and heavily vegetated areas for the purpose of site review and maintenance work inspection.

Ability to perform a variety of physical labor activities as needed including using a variety of hand and power tools, stooping, bending, and climbing. 

Ability to life up to 50 pounds at one time and ability for repetitive lifting of up to 50 pounds.

Ability to work long hours outdoors occasionally under adverse weather conditions.

Ability to read, speak, write, and understand English to communicate effectively with fellow employees, contractors and the general public by telephone, two-way radios, written format and face-to-face. 

Must not pose a direct threat to the health or safety of other individuals in the workplace or citizens encountered during work.

Ability to operate computer keyboard and calculator.

Attend work regularly as the designated place and time. 

QUALIFICATIONS

Possess a high school diploma.

Two (2) years of experience involved in the methods, practices, techniques, equipment, tools, and supplies used in utility maintenance and construction. 

Must possess a valid Class A Commercial Driver's License with Endorsement N for the bulk tank vehicles and Restriction L for vehicles with air brakes, within sixty (60) days of hire date. 

WORKING CONDITIONS

Works a standard work week.

This position primarily works indoors seated at a desk, on occasion will perform work in the field.

May be required to work overtime upon demand of workload, including an on-call rotation.
