NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as a range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. Capital Programs is responsible for end-to-end management of over 500 active modernization projects across the Authority's properties throughout the city. These investments are necessary to ensure effective building performance and good living conditions for residents, and include modernization of building systems, interiors and exteriors, apartments, and grounds. Current programs focus on heating systems, elevators, roofs, brick facades, CCTV and layered access controls, entryways, flood protection and resiliency, community centers, lighting and playgrounds. Projects utilize a range of delivery methods and procurement approaches, with budgets ranging from $100,000 to up to $100 million per project.

Reporting to the Director of Capital Planning, with latitude for independent judgment, the Financial Planning Manager is responsible for the day-to-day operations of the Financial Planning Unit within the Capital Planning Department. Responsibilities include, but are not limited to the following:

1. Manage monthly and quarterly financial reporting to monitor the commitment status of federal, city and state funding that address capital improvements across NYCHA’s portfolio.
2. Coordinate the development and implementation of the financial component of NYCHA's 5-Year Capital Plan.
3. Assist in the prioritization of capital investments at NYCHA developments and the strategic allocation of federal, state and city capital resources to support the portfolio capital investment strategy.
4. Supervise and coach staff, delegate assignments and evaluate work performed by staff.
5. Oversee the administration of financial transactions, on behalf of the Capital Projects Division, that authorize the release of funds for capital improvement projects.
6. In collaboration with the Department of Financial Planning and Analysis, collect and analyze variance reports to ensure budgetary information is reconciled between NYCHA’s internal Financial System and the City of New York’s Financial Management System.
7. Prepare monthly status reports to summarize issues requiring senior management attention.
8. Deliver presentations to professional, business, government or community groups as requested.
9. Support the management and tracking of project performance indicators to highlight potential risks and advise leadership on strategies to mitigate financial impacts.
10. Refine and update Capital Planning policies and procedures; create and oversee training to Capital Projects Division staff to ensure programs comply with these policies and adhere to established procedures.
11. Monitor fiscal compliance such as capital eligibility and environmental review regulations for various city, state and federal funding streams.
12. Build and manage relationships with stakeholders such as HUD, Dormitory Authority of the State of NY, Mayor’s Office of Management and Budget, NY State Parks, and Housing Preservation and Development to fund and/or obtain required approvals to initiate capital improvement projects.
13. Perform complex data analysis and create narratives, talking points, presentation decks, and business cases for NYCHA’s leadership and/or City Hall officials.
14. Review and/or complete grant applications and prepare status reports on grant funding.

2. Candidates with permanent civil service status in the title of Administrative Staff Analyst will also be considered.
3. Employees serving in the title of or who meet the qualification requirements for Administrative Accountant will also be considered.
4. Candidates may be given a skills assessment as part of the interview process.
5. NYCHA employees applying for transfer, title or level change opportunities must have served a period of one year at current location and in current title and level (if applicable).

ASSOCIATE HOUSING DEVELOPMENT - 22508

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

2. A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or

3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.
